Job Overview: The Technical Program Officer (TPO), EM&O2 will play a crucial role in enhancing the medical oxygen infrastructure in the state. This position involves providing technical insights for activities such as assessing oxygen demand at public health facilities, identifying suppliers of oxygen and related equipment, and supporting healthcare staff in capacity building efforts. The TPO will also engage in policy advocacy to address supply chain gaps and develop standardized guidance documents. The role requires a highly motivated individual with strong technical, analytical, and program implementation skills, who can work independently in a dynamic environment and is committed to excellence in their work.
Duties and Responsibilities: The TPO will be responsible for a variety of tasks including: supporting capacity building of public health facility staff on the use of oxygen equipment; undertaking projects to enable hypoxemia screening and oxygen supply in community healthcare settings; organizing technical sessions for internal program teams; assisting field staff with technical queries; operationalizing monitoring systems for existing oxygen infrastructure; ensuring vendor compliance with maintenance agreements; preparing documents for AMC and CMC; developing relationships with stakeholders; designing guidance documents for oxygen infrastructure maintenance; creating training materials; coordinating data collection and analysis related to oxygen management; and participating in field visits to monitor oxygen generation plants and provide technical support for biomedical equipment upkeep.
Required Qualifications: Candidates must possess a Bachelor’s degree or higher in Biomedical Engineering, Mechanical Engineering, Instrumentation Engineering, or a related field. Familiarity with hospital infrastructure and respiratory care equipment is essential. Candidates should have excellent written and oral communication skills in English, with proficiency in Hindi and Punjabi considered a plus. Strong skills in Microsoft Office Suite, particularly Excel, PowerPoint, and Word, are required. The ability to work collaboratively in a diverse environment and navigate complex processes is crucial, along with high emotional intelligence and the ability to manage multiple tasks effectively.
Educational Background: A Bachelor’s degree or higher in a relevant engineering field such as Biomedical Engineering, Mechanical Engineering, or Instrumentation Engineering is required for this position. Candidates should also have a solid understanding of hospital infrastructure and respiratory care equipment to effectively contribute to the role.
Experience: The position requires candidates to have experience working with government stakeholders and familiarity with the Indian public health system or social impact sector, particularly in areas related to supply chain management. Experience in program implementation and technical support in healthcare settings will be advantageous.
Languages: Proficiency in English is mandatory, while knowledge of Hindi and Punjabi is considered beneficial. Strong communication skills are essential for effective collaboration and stakeholder engagement.
