Job Overview: The Head of EXD/CSI will be a senior leader responsible for overseeing the Conference, security" style="border-bottom: 1px dotted #007bff !important;">Security and Infrastructure Service within the OECD's Executive Directorate. This role involves leading a team of approximately 175 professionals and managing a multi-million Euro budget. The successful candidate will be expected to drive excellence in service delivery across language services, conference management, physical security, and asset management. The position requires a strategic thinker with strong communication skills and political acumen, who can support the implementation of the Organisation’s Programme of Work and Budget while advancing the Strategic Orientations of the Secretary-General. The role is pivotal in ensuring the organization remains responsive and resourceful in a fast-paced environment, making a lasting impact through strategic service delivery and operational excellence.
Duties and Responsibilities:
Provide strategic direction and leadership for the effective delivery of the Conference, Security and Infrastructure Service (CSI).
Design a proactive approach to facilities management, including a physical asset management plan and investment strategy focused on sustainability.
Support the director" style="border-bottom: 1px dotted #007bff !important;">Executive Director in crisis preparedness and continuity planning across facilities and security services.
Deliver exceptional client-focused services through clear KPIs and performance tracking.
Foster a culture of continuous improvement and innovation, ensuring integrated service delivery across diverse areas.
Manage a diverse, high-performing team, exemplifying the values of the OECD.
Allocate resources strategically and oversee cost recovery initiatives.
Develop and maintain effective relationships with Member States and national authorities, acting as a key liaison.
Represent the Service and the Organisation in internal and external forums, aligning services with strategic objectives.
Required Qualifications:
Advanced university degree in Project Management, Business Administration, Engineering, or a relevant discipline; an MBA is preferred.
Minimum of 10 years of senior leadership experience in corporate services, operations, and facilities management.
Proven financial acumen and operational oversight, with skills in budget management and risk mitigation.
Experience in empowering diverse teams and driving collaboration in inclusive workplaces.
Exceptional communication and diplomacy skills for engaging with high-level stakeholders.
Educational Background: Candidates must possess an advanced university degree in a relevant field such as Project Management, Business Administration, or Engineering. A Master of Business Administration (MBA) is preferred, indicating a strong foundation in business principles and management practices.
Experience: The position requires a minimum of 10 years of senior leadership experience in corporate services, operations, and facilities management. Candidates should demonstrate proven financial acumen and operational oversight, showcasing their ability to manage budgets and deliver value-for-money services effectively.
Languages: Fluency in one of the two OECD official languages (English and French) is mandatory, with knowledge of the other language expected to reach a good working level. Knowledge of additional languages is considered an asset, enhancing communication capabilities within the international context of the OECD.
Additional Notes: This position is a three-year fixed-term appointment with the possibility of renewal. The monthly salary starts at EUR 14,027.14, plus allowances based on eligibility, and is exempt from French income tax.
