Job Overview:
The Project Management Analyst position is crucial for the successful implementation, monitoring, and evaluation of the second Bridge Phase Project funded by KOICA, which focuses on supporting emergency relief and post-disaster recovery for the Quang Ninh One Stop Service Center (OSSC). The analyst will work closely with the UNFPA Country Office team, government officials, and civil society to ensure that the project meets its objectives and delivers quality results. This role requires a proactive approach to project management, including the preparation of work plans, budgets, and reports, as well as effective communication and collaboration with various stakeholders. The analyst will also be responsible for documenting lessons learned and best practices throughout the project lifecycle, ensuring that the services provided to gender-based violence survivors are uninterrupted and effective.

Duties and Responsibilities:
The Project Management Analyst will have a comprehensive set of responsibilities, including:
  • Overseeing the day-to-day implementation of the KOICA funded second Bridge Phase Project, ensuring that all activities are executed in accordance with the Work Plan and relevant regulations.
  • Providing technical support to ensure the delivery of quality results, including the preparation and implementation of annual and quarterly work plans and budgets.
  • Conducting monitoring and evaluation activities, preparing quarterly and annual progress reports, and ensuring timely submission of reports to the donor.
  • Supporting communication efforts related to the project’s activities and providing logistical support as needed.
  • Collaborating with partners and stakeholders to facilitate decision-making processes regarding project activities.
  • Supporting the work of consultants and experts, and maintaining effective relationships with government, donor, and civil society organizations.
  • Providing timely feedback to supervisors and senior management on project implementation and evaluation.
  • Documenting good practices, lessons learned, and success stories from the project.
  • Promoting gender-sensitive behavior and gender equality within UNFPA and with partners. 1
  • Performing other tasks as required by the Country Office Management and the Gender Team.

Required Qualifications:
Candidates must possess an advanced degree in project/public management, health, population, demography, or other related social science disciplines. Additionally, candidates should have up to two years of professional experience in gender and gender-based violence, with a focus on program/project management. Practical experience in designing, monitoring, and evaluating development projects is essential, as is experience working with government offices, NGOs, and international development organizations. A good understanding of Vietnamese government gender-related policies and the ability to establish effective working relationships with relevant partners is also required. Familiarity with gender programming, human rights dimensions of gender, and culturally sensitive programming will be advantageous. Proficiency in office software and web-based management systems is expected.

Educational Background:
The educational background required for this position includes an advanced degree in fields such as project/public management, health, population, demography, or other related social science disciplines. This educational foundation is crucial for understanding the complexities of project management and the specific challenges related to gender-based violence and public health.

Experience:
The position requires candidates to have up to two years of professional experience in the field of gender and gender-based violence, with a strong emphasis on program/project management. Candidates should have practical experience in the design, monitoring, and evaluation of development projects, as well as experience working with government offices, NGOs, and international development organizations. Familiarity with the Vietnamese government's gender-related policies and the ability to maintain effective working relationships with relevant partners is essential. Experience in gender programming and understanding the human rights dimensions of gender will be considered an asset.

Languages:
Fluency in both English and Vietnamese is mandatory for this position. This bilingual requirement is essential for effective communication with stakeholders, including government officials, partners, and beneficiaries. Proficiency in additional languages may be considered an advantage but is not required.
