Job Overview:
The Disaster Risk Reduction/Management (DRR/M) Officer will play a crucial role in supporting the implementation of disaster risk reduction, stabilization, and peacebuilding initiatives in Papua New Guinea. The incumbent will work under the supervision of the Emergencies and Disaster Management Coordinator and the Field Office Focal Point in Mount Hagen. This position requires a strong commitment to quality, consistency, and accountability, contributing to IOM's broader efforts to promote social cohesion and strengthen community resilience. The officer will provide technical and operational support for the effective delivery of activities, ensuring alignment with local needs and the overall goals of IOM's programming.

Duties and Responsibilities:
The officer will be responsible for providing strategic administrative and operational support for the management of DRR/M, stabilization, and peacebuilding projects. Key duties include monitoring and assessing field-level project activities, providing recommendations for improvement, and supporting the design and implementation of workshops and training sessions. The officer will also coordinate with government authorities, NGOs, and UN agencies to implement program activities effectively. Responsibilities include monitoring internal displacement, conducting data collection missions, and providing regular updates on the displacement situation. The officer will assist in developing local development plans for at-risk communities and incorporate climate change strategies into DRR/M efforts. Additionally, the officer will support the development of early warning systems and report on emerging conflicts or risks in target areas, ensuring that programs adapt to community needs.

Required Qualifications:
Candidates must possess a university degree in Environmental Science, Social Science, Development Studies, or a related field, with at least four years of relevant professional experience. Alternatively, a High School Degree/Certificate in the relevant fields with six years of experience is acceptable. Candidates should have a strong understanding of DRR/M, community stabilization, and peacebuilding issues, along with experience in capacity building and training facilitation. Experience in liaising with governmental authorities and knowledge of peace reconciliation processes are advantageous.

Educational Background:
A university degree in a relevant field such as Environmental Science, Social Science, or Development Studies from an accredited institution is required. Accredited institutions are those listed in the UNESCO World Higher Education Database. Candidates with a High School Degree/Certificate in the relevant fields must have additional years of professional experience to qualify for the position.

Experience:
The position requires at least four years of experience in disaster risk reduction and management, transition and recovery, peacebuilding, and community development, particularly concerning Internally Displaced Persons (IDPs). Candidates should have experience in designing capacity-building events and facilitating training sessions for diverse audiences. Experience in engaging with governmental authorities and national institutions is essential, while familiarity with peace reconciliation processes and data collection is considered an advantage.

Languages:
Fluency in English and Tok Pisin is mandatory for this position. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could involve written and/or oral assessments.

This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Papua New Guinea will be considered.
