Job Overview:
The National Mid-Term Review (MTR) consultant will play a crucial role in assessing the progress of the project PIMS627
  • This position involves evaluating the project's objectives and outcomes as outlined in the Project Document. The consultant will analyze early indicators of project success or failure, aiming to identify necessary adjustments to ensure the project remains on track to achieve its intended results. Additionally, the MTR will involve a review of the project's strategy and an assessment of risks to sustainability. The consultant will work primarily from home but may be required to conduct field visits in China as part of the evaluation process. The total duration of the assignment is approximately 30 working days over a period of 9 weeks, with a maximum timeframe of five months for completion.

Duties and Responsibilities:
The consultant will be responsible for conducting a comprehensive assessment of the project’s progress, including but not limited to:
  • Reviewing project documentation and previous reports to understand the context and objectives.
  • Engaging with stakeholders, including project staff, beneficiaries, and partners, to gather insights and feedback.
  • Analyzing data and information related to project outcomes and impacts.
  • Identifying challenges and barriers to project implementation and success.
  • Providing recommendations for adjustments to project strategies and activities to enhance effectiveness.
  • Preparing a detailed report summarizing findings, conclusions, and recommendations for the project team and stakeholders.
  • Ensuring that the review process is participatory and inclusive, allowing for diverse perspectives to be considered.

Required Qualifications:
Candidates must possess a strong background in project evaluation and management, with specific experience in conducting mid-term reviews or similar assessments. Familiarity with UNDP's operational procedures and project management frameworks is highly desirable. The consultant should demonstrate excellent analytical skills, the ability to synthesize complex information, and strong communication skills to effectively engage with stakeholders. Experience working in the development sector, particularly in China or similar contexts, will be an advantage.

Educational Background:
A master's degree in a relevant field such as international development, public administration, social sciences, or a related discipline is required. Additional certifications in project management or evaluation methodologies will be considered an asset.

Experience:
The ideal candidate should have a minimum of 5 years of professional experience in project evaluation, monitoring, and management. Experience working with international organizations, particularly in the context of UNDP projects, is preferred. Proven track record of conducting evaluations or reviews in a development setting is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Mandarin or other local languages is considered a strong asset, as it will facilitate communication with local stakeholders and enhance the quality of the review process.

Additional Notes:
This position is offered as a consultancy contract, and the consultant will work on a part-time basis over the specified duration. The role is home-based with the possibility of field visits in China, depending on the project needs. Compensation will be commensurate with experience and in line with UNDP's consultancy rates. The consultant is expected to submit proposals directly through the UNDP supplier portal, adhering to the guidelines provided.
