Job Overview:
The National Consultant for Skills Development Initiatives will serve as a Project Coordinator responsible for overseeing and implementing skills development programs. This role involves coordinating with various stakeholders, including government agencies, educational institutions, and community organizations, to ensure the effective delivery of skills training initiatives. The consultant will be expected to develop project plans, monitor progress, and evaluate the impact of the initiatives on the target population. The position requires strong leadership and communication skills to facilitate collaboration among diverse groups and ensure alignment with national development goals. Additionally, the consultant will be tasked with preparing reports and presenting findings to UNDP and other relevant parties, contributing to the overall strategy for skills development in Bangladesh.

Duties and Responsibilities:
  • Coordinate the implementation of skills development initiatives in collaboration with relevant stakeholders.
  • Develop detailed project plans, including timelines, budgets, and resource allocation.
  • Monitor and evaluate the progress of the initiatives, ensuring they meet established objectives and standards.
  • Facilitate workshops and training sessions for stakeholders to enhance their capacity in skills development.
  • Prepare regular reports on project status, challenges, and achievements for UNDP and other partners.
  • Engage with local communities to assess their skills needs and tailor programs accordingly.
  • Ensure compliance with UNDP policies and procedures throughout the project lifecycle.
  • Provide technical assistance and guidance to project staff and partners as needed.
  • Foster partnerships with educational institutions and private sector organizations to enhance program effectiveness. 1
  • Conduct research and analysis to inform project strategies and improve outcomes.

Required Qualifications:
  • Proven experience in project management, particularly in skills development or education sectors.
  • Strong understanding of the local context and challenges related to skills training in Bangladesh.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Demonstrated ability to work independently and as part of a team in a multicultural environment.
  • Proficiency in project monitoring and evaluation methodologies.
  • Familiarity with UNDP policies and procedures is an advantage.

Educational Background:
A minimum of a Master's degree in Education, Social Sciences, Development Studies, or a related field is required. Additional certifications in project management or skills development will be considered an asset.

Experience:
At least 5 years of relevant professional experience in project coordination or management, specifically in skills development or vocational training programs. Experience working with international organizations or NGOs is preferred.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Bengali or other local languages is an advantage, as it will facilitate communication with local stakeholders and communities.

Additional Notes:
This position is a contract-based role for a duration of 108 working days over a period of 6 months. The consultant will work on an individual contractor basis and is expected to deliver high-quality outputs within the specified timeframe. The role is full-time, and the consultant will be required to report to the UNDP office in Bangladesh. Compensation will be commensurate with experience and in line with UNDP standards.
