Job Overview:
The Senior Investment Officer (SIO) will lead the Public Private Partnership (PPP) Transaction Advisory hub located in Cairo, focusing on the Northern Africa and Horn of Africa (NAHA) region. This role involves significant market and industry experience to develop the PPP business across nine countries: Egypt, Eritrea, South Sudan, Somalia, Algeria, Djibouti, Libya, Morocco, and Tunisia. The SIO will engage in business development and execution of mandates, collaborating closely with the World Bank Group to ensure alignment with country strategies and access to expertise in institutional and sector reforms. The position requires a proactive approach to advising governments on various types of transactions, including public-private partnerships, restructuring, and corporate finance activities. The SIO will also be responsible for managing a team, overseeing project preparation, and fostering relationships with government clients and investors.

Duties and Responsibilities:
The SIO/Hub Leader will manage the NAHA hub, leading the team in implementing advisory mandates. Key responsibilities include: developing market strategies based on existing portfolios, leading origination and marketing activities, preparing and reviewing documentation for internal approvals, fostering relationships with World Bank Group counterparts, developing client relationships, managing project preparation, and leading negotiations with government clients and investors. The SIO will also oversee the drafting of bidding documents, assist in the tendering process, and ensure projects achieve expected sustainable development impacts. Additionally, the SIO will mentor junior team members and contribute to the development of the sub-regional strategy.

Required Qualifications:
Candidates must possess a minimum of 12 years of relevant experience in PPP transaction advisory, investment banking, project finance, or corporate finance. Experience in the Middle East or Africa is preferred, along with a strong analytical background and financial modeling skills. Proven track record in originating and executing infrastructure transactions is essential, as well as familiarity with legal documentation related to PPP projects. The ability to interact with senior government officials and investors, manage teams, and deliver high-quality work under pressure is crucial. Strong interpersonal skills and a commitment to ethical standards are also required.

Educational Background:
A relevant advanced degree in finance, economics, business administration, or a related field is required. Additional certifications in project finance or investment banking are advantageous and may enhance a candidate's profile.

Experience:
The ideal candidate should have at least 12 years of experience in PPP transaction advisory, with a minimum of 3-4 years in sell/buy-side M&A advisory. Experience in managing multiple transactions and leading teams is essential, along with a demonstrated ability to deliver results within deadlines.

Languages:
Fluency in English is mandatory, with proficiency in French or Arabic considered a strong advantage. Excellent oral and written communication skills are essential for effective interaction with diverse stakeholders.
