Job Overview: The Regional Return and Reintegration Officer (MPRR) will be responsible for providing operational support to country offices within the Migrant Protection, Return and Reintegration Programme – North Africa (MPRR-NA). This role involves promoting cross-regional coordination and leading regional initiatives regarding the return and reintegration of migrants. The officer will work under the supervision of the Deputy Regional Director for Operations and the Senior Regional Programme Coordinator, ensuring that the program aligns with the objectives of the Global Compact for Safe, Orderly and Regular Migration. The officer will assess training needs, develop Standard Operating Procedures (SOPs), and support country offices in building national return and reintegration systems. The position requires a proactive approach to enhance coordination mechanisms between host countries and countries of origin, ensuring effective case management and continuity of care for returning migrants.
Duties and Responsibilities: The duties and responsibilities of the Regional Return and Reintegration Officer include providing operational guidance and support to IOM MPRR NA Country Offices, assessing training needs, facilitating the development of SOPs, identifying partners, and establishing referral pathways. The officer will also develop regional programmatic tools, enhance coordination mechanisms, contribute to program enhancements based on evidence and trends, and promote the exchange of good practices among implementing sites. Regular monitoring and support missions to country offices will be conducted, and the officer will perform other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Political or Social Sciences, Migration Studies, Development Studies, International Relations, Law, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant experience is acceptable. Candidates should have experience in return and reintegration, preferably within AVRR schemes, and should demonstrate expertise in capacity development initiatives. Previous experience with UN and International Agencies or NGOs is preferred.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Political or Social Sciences, Migration Studies, Development Studies, International Relations, or Law. A University degree in these fields is also acceptable, provided the candidate has additional years of relevant professional experience. The educational qualifications must be from an accredited academic institution.
Experience: The position requires candidates to have a minimum of five years of relevant professional experience with a Master’s degree or seven years with a University degree. Experience in return and reintegration, particularly in the context of AVRR schemes, is essential. Candidates should also have working experience in North Africa and field experience is considered an advantage. Demonstrated expertise in designing and implementing capacity development initiatives is crucial, along with previous experience with UN and International Agencies or NGOs.
Languages: Fluency in English is required for this position, both oral and written. Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is advantageous. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract type for this position is fixed-term for one year, with the possibility of extension. The role is classified at the P-3 grade level and is considered a professional vacancy. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. The selection process may also be used to staff similar positions in various duty stations. Candidates must be medically fit for appointment and meet any residency or visa requirements.
