Job Overview:
The Gender and Human Rights Advisor serves as the principal advisor at the regional level for programmatic, technical, and policy advice in gender and human rights within UNFPA’s Arab States Regional Office in Cairo, Egypt. Reporting to the Deputy Regional Director and under the overall supervision of the Regional Director, the Advisor is responsible for providing integrated support to country offices (COs) and ensuring that gender and human rights are adequately addressed in regional and national development frameworks. The role involves analyzing regional trends, contributing to action in response to these trends, and ensuring that UNFPA’s policies and program strategies are effectively implemented. The Advisor plays a leadership role in strengthening protection systems for advancing human rights, promoting sexual and reproductive rights, and leading gender-based violence (GBV) programming, particularly in emergencies. The position requires collaboration with interdisciplinary teams and other regional and global stakeholders to ensure timely and quality support to UNFPA country offices.

Duties and Responsibilities:
The Gender and Human Rights Advisor will be responsible for providing strategic advice and program oversight, including technical, policy, and programmatic leadership in gender equality and human rights. Key responsibilities include identifying and analyzing trends related to gender equality and human rights, providing oversight of global programs on child marriage and female genital mutilation (FGM), and supporting the integration of strategic actions to engage men and boys in advancing gender equality. The Advisor will also contribute to the development of new policies and frameworks, participate in UNFPA gender and human rights networks, and provide technical support and capacity development to country offices. Additionally, the Advisor will play a key role in evidence and knowledge management, coordinating regional knowledge and facilitating the sharing of best practices. The position also involves technical representation, advocacy, and partnership development, where the Advisor will represent UNFPA in various forums and collaborate with other stakeholders to advance gender and human rights.

Required Qualifications:
Candidates must possess an advanced university degree or equivalent in fields such as gender studies, public health, sociology, human rights, or international development. A minimum of 10 years of progressively responsible professional experience in GBV programming, gender mainstreaming, and rights-based programming is required, with at least seven years at the international level. Candidates should have a strong understanding of a human rights-based approach, extensive experience in gender mainstreaming, and a proven track record in policy advocacy for gender and human rights. Familiarity with UN systems and procedures, as well as field experience in both humanitarian and development contexts, is highly desirable.

Educational Background:
The position requires an advanced university degree or equivalent in gender studies, anthropology, public health, medicine, sociology, human rights, law, cultural studies, international development, or a related field that directly pertains to GBV prevention and response. This educational background is essential for understanding the complexities of gender issues and human rights in various contexts.

Experience:
Candidates should have at least 10 years of increasingly responsible professional experience in GBV programming, gender mainstreaming, and rights-based programming. This experience should include a minimum of seven years at the international level, demonstrating a strong understanding of gender equality and human rights issues. Experience in leading capacity-building initiatives and evidence-informed policy advocacy is also crucial for this role.

Languages:
Fluency in English and Arabic is required for this position, as effective communication in both languages is essential for collaboration and advocacy. Knowledge of French is highly desirable, as it can enhance communication with a broader range of stakeholders in the region.
