Job Overview: The Partnerships Officer will play a crucial role in supporting internal program coordination and donor outreach to mobilize resources for children in Egypt. The officer will work under the supervision of the Chief Partnerships, Private and Public Sector, focusing on the effective implementation of secured resources and the development of new funding opportunities. The role aligns with UNICEF Egypt's Country Programme Document (CPD 2023–2027), which emphasizes the importance of ensuring that every child in Egypt survives and thrives in a protective environment. The officer will be responsible for advancing the technical use of Humanitarian Cash Assistance (HCT), managing data systems, strengthening national system linkages, and supporting policy development to enhance social protection frameworks.
Duties and Responsibilities:
Facilitate the technical design and quality assurance of child-sensitive Humanitarian Cash Transfers (HCTs), ensuring they are a rapid and dignified response for vulnerable children and families.
Coordinate the management and security" style="border-bottom: 1px dotted #007bff !important;">security of HCT programme data systems, ensuring data quality and facilitating data sharing protocols.
Provide analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis to reinforce national social protection systems and frameworks, ensuring they are shock-responsive.
Support technical dialogue and prepare evidence-based policy proposals to address barriers to access for vulnerable children.
Actively facilitate strategic coordination with government counterparts and represent UNICEF in relevant cash working groups.
Ensure risk analysis and mitigation are embedded in overall management support, collaborating with UNICEF programme sections and partners.
Strengthen accountability mechanisms within HCT operations, analyzing challenges and proposing context-specific solutions.
Required Qualifications: Candidates must possess a university degree in fields such as Economics, Public Policy, Social Sciences, International Relations, or Political Science. A minimum of one year of relevant professional experience is required, with experience in a developing country considered a strong asset. Candidates should demonstrate technical expertise in cash transfers and social protection, vulnerability analysis, data systems management, and partnership coordination. Excellent communication and presentation skills are essential, along with the ability to synthesize complex data into clear narratives for diverse audiences.
Educational Background: A university degree in relevant fields such as Economics, Public Policy, Social Sciences, International Relations, or Political Science is required. An advanced degree in a relevant field is preferred, along with specific experience working within government frameworks.
Experience: A minimum of one year of relevant professional experience is required, with three or more years preferred. Experience in a developing country context is considered a strong asset, particularly in roles related to cash transfers and social protection systems.
Languages: Fluency in English and Arabic is mandatory. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
