Job Overview:
The Protection Programme Coordinator (RDPP) will be responsible for coordinating the implementation of regional protection projects managed by the Regional Office for the Middle East and North Africa (MENA). This role involves providing technical support to field colleagues in core areas of intervention and ensuring protection mainstreaming across IOM programmes in the MENA region. The coordinator will work under the direct supervision of the Deputy Regional Director for Operations and in close coordination with various stakeholders, including Regional Thematic Specialists and Project Managers. The position requires the development and monitoring of detailed work plans, procurement plans, and expenditure plans to ensure timely delivery of project activities. The coordinator will also be responsible for monitoring the implementation of work plans, providing technical direction to project staff, and ensuring high-quality reporting to donors and stakeholders. This role is crucial for maintaining effective partnerships with government entities, donors, and other implementing partners, as well as for representing IOM at relevant task forces and coordination mechanisms.

Duties and Responsibilities:
The duties and responsibilities of the Protection Programme Coordinator include:
  • Coordinating the implementation of regional protection projects under the Phase VII of the Regional Development and Protection Programme (RDPP) – Protection window.
  • Providing technical support to field colleagues and ensuring protection mainstreaming across IOM programmes.
  • Developing, maintaining, and monitoring detailed work plans, procurement plans, and expenditure plans for project activities.
  • Monitoring the implementation of work plans and financial management in coordination with the Resource Management Officer.
  • Providing technical direction and supervision to project staff, ensuring timely recruitment and briefing of personnel.
  • Preparing progress, narrative, and other project reports for submission to donors.
  • Establishing and maintaining partnerships with government entities, donors, and other stakeholders.
  • Ensuring coordination and synergies with other national, regional, and global protection projects.
  • Managing the sharing of information and best practices related to protection work. 1
  • Supporting national, regional, and global protection initiatives, including advocacy and capacity building. 1
  • Representing IOM at relevant task forces, seminars, and conferences. 1
  • Performing other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Political or Social Science, Migration Studies, International Relations, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Candidates should have experience in project management, particularly with specialized protection projects, and should be familiar with the MENA region, especially North Africa. Knowledge of protection, refugee, and migration-related issues, as well as financial and administrative management, is essential. Strong writing, communication, and negotiation skills are also required, along with the ability to prepare clear and concise reports.

Educational Background:
The educational background required for this position includes a Master’s degree in Political or Social Science, Migration Studies, International Relations, or a related field from an accredited academic institution. Candidates with a University degree in these fields must have additional relevant professional experience to qualify. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received their education from recognized institutions.

Experience:
The position requires candidates to have significant experience in project management, specifically managing specialized protection projects with governmental or UN agencies, or regional or international organizations. Experience working in the MENA region, particularly North Africa, is considered an asset. Candidates should demonstrate sound knowledge of protection, refugee, and migration-related issues, as well as effective resource management and mobilization skills. Excellent writing, communication, and negotiation skills are essential, along with the ability to prepare clear and concise reports.

Languages:
Fluency in English is mandatory for all applicants, both oral and written. IOM's official languages include English, French, and Spanish, and all staff members are required to be fluent in one of these languages. Working knowledge of Arabic, French, and another UN official language (such as Chinese, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a one-year fixed-term contract with the possibility of extension. It is classified at the P-3 grade level, indicating a professional role within the organization.
