Job Overview:
The Procurement Officer position at WFP involves performing administrative procurement activities efficiently and in a timely manner to support professional staff in acquiring goods and services necessary for effective field operations. The role requires operational coordination and administrative services to support procurement projects, ensuring that standard processes are followed. The officer will be responsible for identifying potential suppliers, compiling data to support supplier selection, and reviewing purchasing requests to ensure that goods and services are procured at the lowest cost. The position also entails contributing to negotiations with suppliers, preparing purchase orders and contracts, resolving issues related to delivered goods, and managing databases to ensure accurate and organized information. The Procurement Officer will maintain relationships with internal counterparts to align procurement activities with broader programs and support emergency preparedness practices to enable quick responses to crises.

Duties and Responsibilities:
The duties and responsibilities of the Procurement Officer include: performing administrative procurement activities to support the acquisition of goods and services; providing operational coordination and administrative services for procurement projects; identifying and recommending potential suppliers; compiling necessary data for supplier selection; reviewing and prioritizing purchasing requests; supporting requisitioners in procuring appropriate goods and services; contributing to negotiations with suppliers; preparing purchase orders and contracts for approval; resolving issues related to delivered goods; researching and analyzing data to produce reports for informed decision-making; managing updates and developing databases for accurate information; maintaining relationships with internal counterparts; and following standard emergency preparedness practices to support WFP's response to crises.

Required Qualifications:
The position requires completion of secondary school education or a university degree (Diploma/Bachelor) in Business Management, Procurement, or related fields. A CIPS qualification is considered an added advantage. Candidates must possess strong organizational skills, the ability to work independently on analytical and technical matters, and a basic understanding of tendering and contracting processes. Additionally, candidates should demonstrate strong communication and collaboration skills, negotiation skills, critical thinking abilities, and proficiency in Microsoft Suite (MS Excel, MS Word, MS PowerPoint, etc.).

Educational Background:
Candidates must have completed secondary school education or hold a university degree (Diploma/Bachelor) in Business Management, Procurement, or other related fields. A CIPS qualification is advantageous and may enhance a candidate's profile for this position.

Experience:
Candidates should have at least six (6) years of experience with a secondary school education or a minimum of two (2) years of experience in procurement operations or related fields if they hold a university degree. This experience should demonstrate the candidate's ability to perform procurement activities effectively and efficiently.

Languages:
Fluency (level C) in both English and Somali is mandatory for this position. Proficiency in these languages is essential for effective communication and collaboration within the organization and with external stakeholders.
