Job Posting Organization:
The Norwegian Refugee Council (NRC) has been operational in Somalia since 2004, establishing four area offices in Kismayu, Mogadishu, Garowe, and Hargeisa. The organization is dedicated to providing protection and humanitarian assistance to refugees, internally displaced persons (IDPs), and returnees across various regions including Somaliland, Puntland, South Central, and Jubaland. NRC's mission is to offer a comprehensive response to the needs of returnees and IDPs, focusing on critical areas such as security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, livelihoods, shelter, education, and water, hygiene, and sanitation (WASH). The organization also responds to emergencies through its five core competencies: Shelter, Education, Food Security and Livelihoods, WASH, and Information, Counselling and Legal Assistance (ICLA). Under the funding of the World Food Program (WFP), NRC is leading a Cash-Based Transfer (CBT) and In Kind (IK) project in South Central Somalia, which aims to support displacement-affected communities in meeting their immediate food needs through cash-based transfers covering 80% of the Minimum Expenditure Basket (MEB) recommended by the Cash and Market Working Group.

Job Overview:
The Scope Registrar position is crucial for the successful implementation of the Cash-Based Transfer (CBT) and In Kind (IK) project in South Central Somalia. The primary responsibilities include conducting biometric beneficiary registrations, baseline, post-distribution monitoring (PDM), and end-line surveys, as well as data cleaning and verification in the designated target locations of Heraale, Marjicley, and Hurshe. The Scope Registrar will be expected to collect quality data on participants, ensuring compliance with the WFP scope registration system guidelines. This role requires collaboration with community relief committees and elders to facilitate participant registration and to ensure that all participants are informed about their entitlements. The Scope Registrar will also play a vital role in preventing duplication of beneficiaries by verifying participants' involvement in other similar interventions and conducting sensitization awareness to mitigate risks associated with misunderstanding, inclusion, and exclusion errors. The position demands close coordination with the Food Security and Livelihoods (FSL) team, community mobilizers, and the Monitoring, Evaluation, and Learning (MEL) team to disseminate messages and report accountability incidents effectively.

Duties and Responsibilities:
The Scope Registrar will be responsible for the following duties: conducting biometric beneficiary registrations in accordance with WFP guidelines; collecting and verifying quality data on participants, including biometrics; ensuring that the rough draft list of participants is approved by the village committee; collaborating with community relief committees and elders to expedite the registration process; distributing and verifying participants' identification tokens prior to registration; checking for duplicate participants by cross-referencing data with information provided by elders; conducting sensitization awareness sessions to prevent misunderstandings and errors in inclusion and exclusion; working closely with the FSL team and community mobilizers to disseminate messages and report accountability incidents; ensuring that all participants are aware of their entitlements; and performing any other functions as requested by the immediate supervisor.

Required Qualifications:
Candidates must possess a post-secondary professional certification with a minimum of two years of experience in similar work, or a post-secondary diploma with at least one year of relevant experience, or a bachelor's degree with no prior experience in similar roles. The position requires a strong understanding of the registration process and the ability to work effectively in a humanitarian context.

Educational Background:
The educational background required for this position includes a post-secondary professional certification, diploma, or a bachelor's degree in a relevant field. Candidates should have a solid understanding of data collection and management processes, particularly in the context of humanitarian assistance and beneficiary registration.

Experience:
The ideal candidate should have at least two years of experience in a similar role, particularly in biometric registration and data management within humanitarian settings. Candidates with a post-secondary diploma should have a minimum of one year of relevant experience, while those with a bachelor's degree should demonstrate a strong willingness to learn and adapt to the requirements of the role.

Languages:
Fluency in both English and Somali, both written and oral, is mandatory for this position. Good communication skills are essential, and the ability to communicate effectively with diverse communities is highly valued. Additional language skills may be considered an asset but are not mandatory.

This is a temporary position based on need, with the duty station located in Heraale, covering Marjicley and Hurshe.
