Under the funding from the World Food Program (WFP), NRC is leading a Cash-Based Transfer (CBT) and In Kind (IK) project in South Central Somalia, which aims to support displacement-affected communities in accessing immediate food needs, covering 80% of the Minimum Expenditure Basket (MEB) recommended by the Cash and Market Working Group.
Job Overview: The Food Distribution Supervisor will play a crucial role in overseeing the processes of food distribution in the designated target locations. This position involves supervising and training staff, ensuring compliance with NRC standards, and maintaining the integrity of the registration data. The supervisor will be responsible for conducting regular audits of the registration data, preparing comprehensive reports on registration activities, and engaging with stakeholders including local communities and WFP representatives. The role also includes managing resources effectively, ensuring compliance with ethical standards, and responding to emergencies or unexpected challenges that may arise during the registration process. The supervisor will need to demonstrate strong leadership skills and the ability to make quick decisions to mitigate risks to the project's goals.
Duties and Responsibilities: The Food Distribution Supervisor will be tasked with the following duties and responsibilities:
Supervise and train staff, particularly scope registrars, ensuring they comply with NRC standards and are proficient in using the biometric registration system and SCOPE database.
Conduct regular audits of registration data to ensure accuracy and completeness, addressing discrepancies and implementing corrective actions as needed.
Compile, review, and submit comprehensive monthly and quarterly reports on registration activities, highlighting progress and identifying challenges and solutions.
Act as the main point of contact for stakeholders, including local communities and WFP representatives, fostering strong relationships and effective communication.
Manage and allocate resources effectively, ensuring that registration equipment is maintained and technical issues are resolved promptly.
Ensure all operations comply with NRC’s ethical standards and local regulations, promoting transparency and accountability in all transactions.
Respond to emergencies or unexpected problems affecting the registration process, making decisions that can mitigate risks to the project’s goals.
Required Qualifications: The ideal candidate for the Food Distribution Supervisor position should possess the following qualifications:
Advanced knowledge of database management, particularly with the WFP SCOPE database.
Strong leadership skills and experience in managing teams effectively.
Excellent organizational and communication skills, with the ability to train and motivate staff.
High integrity and adaptability to dynamic environments, demonstrating a strong sense of responsibility and quick decision-making abilities.
Educational Background: Candidates must have a Bachelor’s degree in information technology, management, or a related field. This educational background is essential to ensure the candidate has the necessary technical skills and knowledge to manage the database and oversee the registration processes effectively.
Experience: Candidates should have at least 3 years of supervisory experience in humanitarian aid projects, specifically focusing on registration or data management. Proven experience in handling and resolving conflicts in high-pressure situations is essential. Previous work experience with biometric scope registrations and the ability to provide basic maintenance-related support is also required.
Languages: Proficiency in Somali and English, both written and spoken, is mandatory for this position. Strong communication skills in these languages are crucial for effective stakeholder engagement and staff training.
