The Norwegian Refugee Council (NRC) has been operational in Somalia since 2004, establishing four area offices in Kismayu, Mogadishu, Garowe, and Hargeisa. The organization is dedicated to providing protection and humanitarian assistance to refugees, internally displaced persons (IDPs), and returnees across various regions including Somaliland, Puntland, South Central, and Jubaland. Job Overview:
The Community Mobilizer will play a crucial role in executing field-based project activities and collaborating with various stakeholders at the NRC level, including the Livelihoods and Food Security (LFS) program, Monitoring and Evaluation, and the Community Engagement and Accountability team. This position is based in Hudur and will cover activities across all project target locations. The mobilizer will be responsible for beneficiary mobilization in all target villages, ensuring accountability to beneficiaries, and providing essential information regarding cash assistance. The role requires a strong commitment to community engagement and the ability to sensitize beneficiaries about their entitlements. The mobilizer will also be tasked with data collection, report preparation, and supporting community awareness initiatives, thereby contributing to better decision-making processes.

Duties and Responsibilities:
The Community Mobilizer will conduct various field-based project activities, including:
  • Conducting beneficiary mobilization in all target villages to ensure effective participation in the project.
  • Demonstrating a strong commitment to accountability to beneficiaries, which is a key aspect of NRC's mission.
  • Sensitizing beneficiaries about the cash value entitlements they will receive monthly, including details on the duration and methods of cash assistance distribution.
  • Collating data and contributing to the preparation of reports that inform stakeholders about the selection process and criteria for beneficiaries.
  • Assisting survivors of protection risks by providing advice through existing referral pathways.
  • Disseminating project visibility materials and establishing accessible Complaint & Response Mechanisms (CRMs) in target sites.
  • Supporting community awareness-raising activities to enhance understanding of the project.
  • Preparing and submitting monthly reports and regular activity/site visit reports.
  • Maintaining accurate records of beneficiaries' data in Excel sheets and manuals. 1
  • Performing other functions as requested by the immediate supervisor.

Required Qualifications:
Candidates must possess a post-secondary professional certification with a minimum of two years of experience in similar roles, or a post-secondary diploma with at least one year of relevant experience. A Bachelor's degree is acceptable if the candidate has no prior experience in similar work. Previous work experience in complex and volatile environments is essential, along with a demonstrated track record of achieving and documenting results relevant to the responsibilities of the position. Candidates should have proficiency in Microsoft Office applications, particularly Excel and Word, and must adhere to established security standards. The ability to proactively perceive risks and solve problems is crucial, as are good communication skills in both written and oral formats. Fluency in English and Somali is mandatory, and candidates should be able to work effectively under pressure while understanding humanitarian principles. The role requires the ability to travel to multiple project sites across the targeted districts.

Educational Background:
The educational background required for this position includes a post-secondary professional certification, diploma, or a Bachelor's degree in a relevant field. Candidates with a Bachelor's degree are encouraged to apply even if they lack prior experience in similar roles, as the organization values diverse educational backgrounds that can contribute to the mission of NRC.

Experience:

This is a temporary position based on need, with the duty station located in Heraale, covering Marjicley and Hurshe.
