Duties and Responsibilities: The consultant will undertake several key activities, including:
Developing a detailed activity schedule for the consultancy in coordination with CEPAL and government stakeholders.
Preparing a report that outlines the legal frameworks and public policies related to circular economy across various sectors in Paraguay.
Creating a theoretical framework, vision, and objectives for the circular economy strategy, ensuring alignment with national and international policies.
Drafting a report that identifies strategic action lines, enabling instruments, goals, and indicators for the circular economy strategy.
Proposing a system for monitoring and evaluating the established goals of the circular economy strategy.
Compiling a final report that includes all previous findings and recommendations, ensuring comprehensive coverage of the necessary elements for successful implementation of the strategy.
Required Qualifications: Candidates must possess at least seven years of professional experience in economic analysis and/or value chains. A master's degree or equivalent in industrial engineering, environmental science, economics, or finance is required, with a strong understanding of sustainable development and climate change. Preferably, candidates should have a doctoral degree in industrial ecology, economics, or environmental studies. Previous experience in circular economy, climate change financing, and sustainable development is essential, while familiarity with environmental regulations and public policies related to waste management is desirable.
Educational Background: The educational background required for this position includes an advanced university degree (master's or equivalent) in fields such as industrial engineering, environmental science, economics, or finance.
