Job Overview:
The position of Consultant to Support the development and management of the DHIS2 Tracker involves engaging with a pilot project aimed at enhancing the monitoring and individual follow-up of people living with HIV and TB patients. The consultant will be responsible for the development and management of the DHIS2 Tracker, which is a vital tool for tracking health data and ensuring comprehensive care for patients. The role requires a deep understanding of health information systems, particularly in the context of HIV and TB, and the ability to work collaboratively with various stakeholders to ensure the successful implementation of the project. The consultant will also be expected to contribute to the overall strategy for health data management and support the integration of the DHIS2 Tracker within existing health systems.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to:
  • Developing and managing the DHIS2 Tracker system to ensure it meets the needs of health care providers and patients.
  • Collaborating with health officials and stakeholders to gather requirements and feedback for the system.
  • Providing training and support to users of the DHIS2 Tracker to ensure effective utilization.
  • Monitoring the implementation of the DHIS2 Tracker and making necessary adjustments based on user feedback and system performance.
  • Analyzing data collected through the DHIS2 Tracker to provide insights and recommendations for improving health outcomes for HIV and TB patients.
  • Preparing reports and documentation related to the project progress and outcomes.
  • Ensuring compliance with UNDP policies and procedures throughout the project lifecycle.

Required Qualifications:
Candidates must possess a strong background in health information systems, particularly with experience in DHIS2 or similar platforms. They should have proven expertise in project management and the ability to work in a multi-stakeholder environment. Additionally, candidates should demonstrate strong analytical skills, attention to detail, and the ability to communicate effectively with diverse audiences. Familiarity with health data management in the context of HIV and TB is essential, along with a commitment to improving health outcomes for vulnerable populations.

Educational Background:
A minimum of a bachelor's degree in public health, health informatics, information technology, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an asset. Candidates should have formal training in health information systems and project management methodologies.

Experience:
The position requires a minimum of 5 years of relevant professional experience in health information systems, with a focus on HIV and TB programs. Experience working with UN agencies or international organizations is highly desirable. Candidates should have a proven track record of managing similar projects and demonstrating successful outcomes in health data management.

Languages:
Fluency in English is mandatory, and proficiency in Portuguese is highly desirable given the location of the assignment. Knowledge of additional languages relevant to the region may be considered an asset.

Additional Notes:
The contract duration for this position is from June 1, 2025, to June 30, 2026, totaling 150 days of service. This is a full-time consultancy role, and candidates may be required to work both remotely and on-site in Angola as needed. The position is open to both national and international applicants, and compensation will be commensurate with experience and qualifications.
