Job Overview:
The position of Consultant National, Consultant Associé, Spécialiste en Gouvernance is designed for an individual contractor who will provide specialized governance expertise to support UNDP's initiatives in Niger. The consultant will be expected to engage in various governance-related projects, contributing to the development and implementation of strategies that enhance governance frameworks and practices. The role requires a deep understanding of governance issues, policy formulation, and the ability to work collaboratively with stakeholders at different levels. The consultant will be responsible for delivering high-quality outputs within a specified timeframe, ensuring that all activities align with UNDP's goals and objectives in the region.

Duties and Responsibilities:
The consultant will undertake a variety of responsibilities, including but not limited to: conducting assessments of governance structures and processes; providing recommendations for improvements; facilitating workshops and training sessions for government officials and stakeholders; drafting reports and policy briefs; collaborating with local and international partners to promote good governance practices; monitoring and evaluating governance initiatives; and ensuring compliance with UNDP's operational policies and procedures. The consultant will also be expected to engage in continuous communication with the UNDP team and provide updates on progress and challenges encountered during the consultancy period.

Required Qualifications:
Candidates must possess a strong background in governance, public administration, or a related field. A proven track record of working with governmental or non-governmental organizations on governance issues is essential. The consultant should demonstrate excellent analytical and problem-solving skills, as well as the ability to communicate effectively with diverse audiences. Familiarity with UNDP's operational framework and governance programs will be considered an asset. Additionally, candidates should exhibit strong interpersonal skills and the ability to work independently as well as part of a team.

Educational Background:
A minimum of a Master's degree in Governance, Public Administration, Political Science, or a related field is required. Candidates with a Bachelor's degree combined with extensive relevant experience may also be considered. Advanced training or certifications in governance or public policy will be advantageous.

Experience:
The ideal candidate should have at least 5 years of professional experience in governance-related roles, particularly in developing countries. Experience working with international organizations, especially in the context of UNDP projects, is highly desirable. The consultant should have a demonstrated ability to manage complex projects and deliver results within tight deadlines.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in Niger. Proficiency in English is also highly desirable, as it will facilitate communication with international stakeholders. Knowledge of local languages will be considered an asset, enhancing the consultant's ability to engage with local communities effectively.

Additional Notes:
The consultancy contract will last for a total of 70 working days spread over a period of four months.
