Job Overview: The National Consultant for Terminal Evaluation will be responsible for conducting a comprehensive evaluation of the UN Joint Programme 'Accelerating SDGs Investment in Indonesia' (ASSIST JP). This role requires the consultant to assess the effectiveness, efficiency, and impact of the program, ensuring that the objectives align with the Sustainable Development Goals (SDGs). The consultant will engage with stakeholders, collect data, and provide recommendations for future initiatives. The assignment is expected to span 30 working days over a period of three months, emphasizing the importance of timely and thorough evaluations to inform policy and program decisions.
Duties and Responsibilities:
Conduct a thorough evaluation of the ASSIST JP, focusing on its objectives, outcomes, and overall impact on sustainable development in Indonesia.
Engage with various stakeholders, including government officials, local communities, and other partners, to gather qualitative and quantitative data.
Analyze collected data to assess the program's effectiveness and efficiency in achieving its goals.
Prepare a detailed evaluation report that includes findings, conclusions, and actionable recommendations for future programming.
Present evaluation findings to UNDP and other relevant stakeholders, facilitating discussions on lessons learned and best practices.
Ensure that the evaluation process adheres to UNDP's evaluation standards and guidelines.
Provide ongoing support and clarification to UNDP throughout the evaluation process, responding to any inquiries or requests for additional information.
Required Qualifications:
Proven experience in conducting evaluations, particularly in the context of international development or sustainable development programs.
Strong analytical skills, with the ability to interpret complex data and present findings clearly.
Excellent communication skills, both written and verbal, with experience in stakeholder engagement.
Familiarity with the Sustainable Development Goals and their implementation in Indonesia.
Ability to work independently and manage time effectively to meet deadlines.
Educational Background: A master's degree in a relevant field such as international development, public policy, social sciences, or a related discipline is required. Additional certifications in evaluation methodologies or project management would be advantageous.
Experience: A minimum of 5 years of relevant professional experience in program evaluation, particularly in the context of UN or international development projects. Experience working in Indonesia or Southeast Asia is highly desirable, as is familiarity with local development challenges and opportunities.
Languages: Fluency in English is mandatory, both spoken and written. Proficiency in Bahasa Indonesia is highly desirable, as it will facilitate communication with local stakeholders and enhance the evaluation process.
Additional Notes: This position is a consultancy role with a contract duration of 30 working days within a three-month period. The consultant is expected to work remotely and may need to travel within Indonesia for stakeholder engagement. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
