Job Overview:
The Project Management Specialist will play a crucial role in supporting the management and implementation of the DICT-UNDP Connectivity, Capability, and Resiliency through Free Wi-Fi for All (CoRe FW4A) project. This position requires a strategic approach to program management, effective communication, and the ability to build partnerships with various stakeholders. The specialist will oversee project activities, ensuring alignment with UNDP policies and procedures, and contribute to the overall objectives of providing free internet access to underserved communities. The role involves managing day-to-day operations, coordinating with government counterparts, and ensuring compliance with quality standards and performance frameworks. The specialist will also be responsible for knowledge management, documentation, and reporting, ensuring that lessons learned are captured and shared across the organization.

Duties and Responsibilities:
The Project Management Specialist will be responsible for a wide range of duties, including:
  • Providing oversight and strategic direction for the project, ensuring alignment with UNDP's Programme and Operations Policies and Procedures (POPP).
  • Coordinating closely with government counterparts and stakeholders to ensure effective project execution and oversight.
  • Building and sustaining strategic partnerships with government agencies, donors, civil society, and the private sector.
  • Leading stakeholder coordination meetings and representing the project in strategic dialogues and technical forums.
  • Contributing to the implementation of the project's communications and advocacy strategy.
  • Supporting knowledge management and learning by identifying best practices and lessons learned.
  • Reviewing and contributing to the drafting of progress reports and other program outputs.
  • Managing the day-to-day planning, implementation, monitoring, and closure of project activities.
  • Ensuring effective utilization of project resources and maintaining financial integrity. 1
  • Establishing robust monitoring mechanisms to track project progress and manage risks. 1
  • Supervising project team members and promoting cross-project collaboration.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in fields such as Engineering, Information Management, Information and Communication Technology, Business Administration, or Public Administration. Alternatively, a first-level university degree (bachelor’s degree) in the mentioned fields, combined with an additional two years of qualifying experience, will be considered. The position requires a minimum of seven years of progressively responsible experience in managing and implementing complex projects, particularly in multi-lateral organizations or government agencies. Candidates should have experience in ICT infrastructure projects and partnership building with senior government officials and development partners.

Educational Background:
An advanced university degree (master's degree or equivalent) in relevant fields is required. A first-level university degree (bachelor’s degree) may be accepted if combined with additional qualifying experience. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to manage complex projects effectively.

Experience:
The position requires a minimum of seven years of relevant experience for candidates with a master's degree, or nine years for those with a bachelor's degree. Candidates should have a proven track record of managing and implementing complex projects, particularly in the ICT sector. Experience in networking, partnership building, and negotiations with government officials and development partners is essential. Familiarity with UNDP or international development organizations is highly desirable.

Languages:
Fluency in English and Filipino is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in both official languages to effectively engage with stakeholders and partners.
