Job Overview: The Project Monitoring & Evaluation Analyst will play a crucial role in the implementation of the Monitoring and Evaluation (M&E) framework for the security" style="border-bottom: 1px dotted #007bff !important;">Security Sector Reform (SSR) project funded by the Peace Building Fund (PBF). This position involves leading the development of methodologies, tools, and indicators for M&E, establishing a data collection system, and ensuring the accuracy and reliability of data. The Analyst will also conduct evaluations to assess the project's outcomes and impact, analyze data to measure effectiveness, and prepare regular M&E reports for stakeholders. The role requires collaboration with project colleagues, government institutions, and civil society partners to ensure that project activities align with the objectives and contribute to the overall goal of building accountable and effective security institutions in The Gambia.
Duties and Responsibilities:
Implementation of M&E Framework: Lead the implementation of the M&E framework for the SSR project, including methodologies, tools, and indicators; develop a detailed M&E plan outlining data collection, analysis, and reporting processes; establish and maintain a data collection system to track project activities and progress; collect and compile data from various sources, ensuring accuracy and reliability; maintain a comprehensive and organized database of project-related information.
Monitoring and Evaluation System: Conduct regular field visits to monitor project implementation and verify data; track project activities against the work plan and identify any deviations or delays; ensure that project activities are implemented in accordance with the project plan and objectives; design and conduct evaluations to assess the outcomes and impact of the project; analyze data to measure the effectiveness and efficiency of project interventions; assist in the design, implementation, and analysis of evaluations, including baseline, mid-term, and end-line evaluations.
Reporting, Documentation, and Capacity Building: Prepare and submit regular M&E reports to project management and stakeholders; document best practices, lessons learned, and success stories from the project; ensure that all reports and documentation are of high quality and meet UNDP standards; provide training and support to project staff and partners on M&E methodologies and tools.
Knowledge Management and Other Tasks: Support the project manager in identifying and synthesizing good practices and lessons learned in the field of M&E, SSR, etc., and share with colleagues; document and disseminate best practices in M&E, lessons learned, and case studies related to project implementation to inform future SSR initiatives; maintain a repository of project knowledge and resources accessible to staff and partners; contribute to knowledge networks and communities of practice by identifying best practices and lessons learned; foster a culture of continuous learning and improvement within the project team; strengthen the capacities of colleagues through peer learning upon request; participate in ad hoc working groups on cross-cutting themes and contribute to various meetings and missions related to UNDP objectives.
Required Qualifications:
Minimum Education Requirements: Advanced university degree (master's degree or equivalent) in Development/Development Studies, Economics, Statistics, Business Administration/Management, Public Administration, Social Policy/Sciences, International Relations, or related field is required; or a first-level university degree (bachelor’s degree) in the above-mentioned fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Minimum years of relevant work experience: Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in M&E, programme and/or team management working with quality assurance instruments, results-based management models, and multiple stakeholders is required.
Required Skills: Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages; knowledge and experience in project management.
Educational Background: Candidates must possess an advanced university degree (master's degree or equivalent) in relevant fields such as Development Studies, Economics, Statistics, Business Administration, Public Administration, Social Policy, International Relations, or related areas. Alternatively, a first-level university degree (bachelor’s degree) combined with additional qualifying experience may be considered.
Experience: The position requires a minimum of 2 years of relevant work experience for candidates with a master's degree, or 4 years for those with a bachelor's degree. Experience should be in monitoring and evaluation, program management, and working with various stakeholders, particularly in contexts related to quality assurance and results-based management.
Languages: Proficiency in oral and written English is required. Additionally, good knowledge of at least one local language such as Mandinka, Wollof, Fula, or Jola is desired, which would enhance communication and engagement with local communities.
