Job Overview:
The consultant will play a crucial role in updating The Gambia's Diaspora Engagement Strategy and developing an Action Plan that aligns with national and local development strategies. This position requires a comprehensive understanding of the Gambian diaspora's contributions to national development, particularly in the context of the Global Compact for Safe, Orderly and Regular Migration. The consultant will conduct feasibility studies, engage with various stakeholders, and create a detailed action plan that includes specific activities, timelines, and monitoring mechanisms. The overarching goal is to empower the Gambian diaspora and strengthen their relations with the government and local communities, ensuring their contributions are effectively harnessed for national development.

Duties and Responsibilities:
The consultant will be responsible for conducting a thorough assessment of the current diaspora relations, including a desk review of relevant policies and research studies. They will engage with government representatives, diaspora organizations, and private sector stakeholders to identify opportunities for diaspora investment and partnerships. The consultant will develop a comprehensive strategy for diaspora engagement, create a detailed action plan with specific activities and timelines, and ensure the inclusion of gender considerations in all recommendations. Additionally, the consultant will participate in meetings and workshops, present findings, and contribute to the launch event for the final report.

Required Qualifications:
Candidates must possess a minimum of 10 years of relevant professional experience in migration and development, particularly within the West and Central African region. They should have experience providing policy or strategic plan advisory services to government counterparts and demonstrate substantive experience in conducting research related to diaspora engagement, youth employment, and sustainable development. Strong interpersonal and communication skills are essential, along with the ability to work independently and efficiently. Prior experience working with the UN or international organizations is considered an asset.

Educational Background:
An advanced university master's degree in international relations, political science, international development, or a related field is required for this position. This educational background will provide the necessary theoretical framework and analytical skills needed to understand the complexities of diaspora engagement and migration dynamics.

Experience:
The consultant should have at least 10 years of relevant experience in migration and development, with a focus on the West and Central African region. This experience should include providing advisory services to government entities and conducting research on diaspora engagement and related fields. Familiarity with the Gambian diaspora, particularly in Spain, will be advantageous.

Languages:
Fluency in English, both written and spoken, is mandatory. Proficiency in local languages is also required, as it will facilitate communication with various stakeholders. Knowledge of IOM's official languages, which include French and Spanish, is considered a plus and may be evaluated during the selection process.

Additional Notes:
The consultancy will be managed by the Migration Management Unit (MMU) of IOM The Gambia, in coordination with the Ministry of Foreign Affairs, International Cooperation and Gambians Abroad. The consultant will work under the direct supervision of the Programme Coordinator and will be required to submit various reports and deliverables within specified timelines. The appointment is subject to funding confirmation and the candidate's medical fitness for appointment. IOM provides coverage against occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational issues. The organization maintains a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
