Job Overview:
The Project Manager for the security" style="border-bottom: 1px dotted #007bff !important;">Security Sector Reform (SSR) Project will oversee the management and coordination of the project, which aims to build strong, accountable, and effective security institutions in The Gambia. This role involves working closely with national counterparts, including the Office of National Security (ONS) and the Ministry of Interior, as well as civil society organizations. The Project Manager will be responsible for leading project planning, management, monitoring, evaluation, advocacy, and representation tasks. The position requires a comprehensive understanding of security sector reform, human rights, and the political landscape in The Gambia, as well as the ability to engage with various stakeholders to promote collaboration and enhance project visibility.

Duties and Responsibilities:
The Project Manager will lead project-related planning, management, monitoring, and evaluation tasks. This includes providing high-quality inputs to project documents, reports, and strategic documents, while considering national and global trends in democratization and security sector reform. The Project Manager will advocate for the security-development nexus and represent the project to various stakeholders. They will assess progress in achieving institutional development objectives, produce relevant reports, and facilitate discussions on project evolution. Additionally, the Project Manager will implement monitoring and evaluation mechanisms, develop Annual Work Plans (AWPs), and cultivate relationships with government partners and civil society organizations. They will oversee project operations, ensuring timely completion of procurement and human resources processes, and manage project budgets while adhering to financial policies. The Project Manager will also provide substantive inputs on the implementation of the security sector reform strategy and engage in knowledge management by documenting best practices and lessons learned.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Political Sciences, Social Sciences, Economics, Business Administration, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree. A minimum of 7 years of relevant work experience in governance, economics, or a related field is required for those with a master’s degree, while candidates with a bachelor’s degree must have at least 9 years of experience. Proficiency in information technology is essential, and experience in security sector reform or similar reforms is highly desirable.

Educational Background:
An advanced university degree (master’s degree or equivalent) in Political Sciences, Social Sciences, Economics, Business Administration, or a relevant related field is required. A first-level university degree (bachelor’s degree) in the above-mentioned fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.

Experience:
Candidates should have a minimum of 7 years of relevant work experience in governance, economics, or a related field if they hold a master’s degree. Those with a bachelor’s degree must have at least 9 years of relevant experience. Experience in security sector reform, development projects, or civil society is highly desirable, as is familiarity with the United Nations system and issues related to gender, peace, and security.

Languages:
Proficiency in oral and written English is required. Additionally, good knowledge of at least one local language such as Mandinka, Wollof, Fula, or Jola is desired, as this will facilitate communication with local stakeholders and enhance project implementation.
