Job Overview: The Stakeholder Engagement Officer (Civil Society and Local Authorities) will play a crucial role in developing and managing IOM's relationships with civil society organizations (CSOs), advocacy platforms, faith-based groups, and academic partners. This position is vital for coordinating strategic outreach initiatives, supporting Country Offices in their engagement efforts, organizing consultations, and contributing to policy and communications outputs that enhance collaboration with civil society stakeholders. The officer will work under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Senior Director, Office of Partnerships, Advocacy and Communications, and the Chief of the Member State and Stakeholder Engagement Division. The role emphasizes the importance of a whole-of-society approach to migration governance, as recognized by the Global Compact for Safe, Orderly and Regular Migration, and aims to maintain and build long-term partnerships based on trust.
Duties and Responsibilities: The Stakeholder Engagement Officer will be responsible for a variety of tasks, including:
Coordinating the development and maintenance of institutional relationships with key civil society stakeholders, including international and local CSOs, faith-based organizations, diaspora-led organizations, advocacy coalitions, and academic partners.
Conducting comprehensive mapping of civil society and academic stakeholders relevant to migration at global and regional levels, identifying emerging partners, and maintaining an up-to-date database to inform engagement strategies.
Planning and facilitating consultations with civil society on migration policy, ensuring alignment with organizational priorities and global processes, while documenting outcomes to support follow-up on recommendations.
Coordinating outreach to cities, local and regional governments to solicit their input on migration policy and programming.
Providing guidance and support to IOM Regional and Country Offices in engaging local civil society and community-based organizations, sharing best practices and tools for stakeholder engagement.
Preparing and contributing to policy briefs, analytical reports, talking points, and communication materials related to civil society and local and regional government engagement.
Monitoring global trends and developments in civil society and local government engagement in the migration field, providing analysis and updates to the Division, and advising on how to adapt IOM's stakeholder engagement approach to evolving contexts.
Performing other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Disability Inclusion studies, Social Policy, Political Science, Human Rights, International Relations, cooperation and development, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database. Candidates should have a strong understanding of migration issues and global migration policy frameworks, including the Global Compact for Migration and international migration forums, as well as familiarity with the roles of civil society and academia in migration governance.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Disability Inclusion studies, Social Policy, Political Science, Human Rights, International Relations, cooperation and development, or a related field. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify. The educational institutions must be accredited and recognized by the UNESCO World Higher Education Database.
Experience: A minimum of five years of progressively responsible experience in project or programme management, external relations, donor liaison, or a related area is required. Candidates should have proven professional experience in developing and managing partnerships or liaising with civil society organizations, NGOs, advocacy networks, or academic institutions, preferably in the field of migration, humanitarian affairs, or international development. Experience in organizing multi-stakeholder events or consultations and producing policy or communication materials is essential. Additionally, experience working with international organizations, the UN system, or relevant governmental agencies on stakeholder engagement or community outreach is highly desirable. Field experience in working with migrant communities or grassroots organizations is an advantage.
Languages: Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is considered an advantage. IOM's official languages are English, French, and Spanish, and all staff members are required to be fluent in one of these languages. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is open to internal candidates and previous IOM employees only. The contract is fixed-term for one year with the possibility of extension. Internationally recruited professional staff are required to be mobile. Any offer made to the candidate is subject to funding confirmation.
