Job Overview: The Human Resources Officer (UG) will play a crucial role in coordinating the Human Resources functions of the Country Office (CO) and its Sub-Offices. This position involves working under the supervision of the Chief of Mission or Head of Country Office and directly with the Head of Resources Management. The officer will be responsible for ensuring that HR services are aligned with the organization's rules and regulations while supporting project activities in the region. The role requires collaboration with various HR units and administrative centers to maintain effective HR management and support the overall mission of IOM.
Duties and Responsibilities: The Human Resources Officer will have a wide range of responsibilities, including assisting in the review and monitoring of HR services, supervising personnel files and attendance records, maintaining HR databases, and ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security training requirements. The officer will also monitor contractual statuses, assist in payroll preparation, coordinate recruitment processes, and ensure new staff are adequately briefed. Additionally, the officer will oversee the implementation of the Country Offices Staff Evaluation System, assist in staff development and training activities, prepare administrative reports, and participate in special HR projects as needed. The role requires a proactive approach to managing HR functions and ensuring that the organization’s policies are effectively implemented.
Required Qualifications: Candidates must possess a Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Experience in preparing training modules and conducting training sessions is essential, and previous work experience in an international organization is advantageous. Familiarity with the UN common system or similar systems is also beneficial.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Human Resources, Business Administration, or Social Sciences. Candidates with a University degree in these areas must have additional years of relevant professional experience to qualify. This educational foundation is critical for understanding the complexities of HR management within an international context.
Experience: The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they have a University degree. Experience in training module preparation and presentation is necessary, along with a background in international organizations, which is considered an advantage. Familiarity with the UN system or similar frameworks will also enhance a candidate's suitability for this role.
Languages: Fluency in English, both oral and written, is mandatory for this position. Additionally, a working knowledge of another official UN language such as Arabic, Chinese, French, Russian, or Spanish is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the communication requirements of the role.
Additional Notes: This position is a short-term ungraded contract for six months, with the possibility of extension. The role is classified at the P-UG grade level and is based in Manila, Philippines. Candidates must be mobile and willing to relocate if necessary. The appointment is subject to medical fitness certification, security clearances, and any residency or visa requirements.
