Job Overview:
The National Consultant will play a crucial role in supporting the Directorate for the Information System of the Judiciary and Data security" style="border-bottom: 1px dotted #007bff !important;">Security of the Ministry of Justice in Montenegro. This position is part of the Improving Safety of Women in Serbia and Montenegro (ISWSMNE) project, which aims to enhance the safety of women and girls by implementing an electronic monitoring system (EMS) for perpetrators of gender-based violence. The consultant will work closely with the Ministry of Justice and specialized women civil society organizations to ensure the effective functioning of the EMS, which includes technical support, data analysis, and problem-solving related to the system's implementation. The consultant will also be responsible for producing reports on the support provided to the Directorate, ensuring that the EMS operates effectively and continuously, thereby contributing to the protection of victims of violence.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including:
  • Providing technical support to the employees of the Directorate of Probation to ensure the full functionality of the EMS related to restraining orders.
  • Assisting in resolving complex issues in the EMS implementation in collaboration with the service provider.
  • Managing electronic services published on the e-Government portal.
  • Analyzing the new version of the Register of fines (RNKiPE) for usability and functionality, and conducting data cleansing and testing.
  • Providing technical support for the integration of the Judicial Case Information system (PRIS) with the Register of fines.
  • Performing additional tasks as assigned by the superior within the Directorate's scope of work. The consultant will also be expected to deliver two reports detailing the support provided and the activities conducted to ensure the EMS's functionality.

Required Qualifications:
Candidates must possess a bachelor's degree in mathematics, computer science, electrical engineering, or electronics. Secondary education combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. The consultant should demonstrate strong analytical skills, problem-solving abilities, and proficiency in technical support for complex information systems. Additionally, candidates should have excellent written and oral communication skills, particularly in Montenegrin and English, and the ability to work collaboratively with various stakeholders.

Educational Background:
A bachelor's degree in mathematics, computer science, electrical engineering, or electronics is required. Candidates with secondary education and additional qualifying experience may also be considered. The educational background should provide a solid foundation for understanding complex information systems and their functionalities.

Experience:
A minimum of 5 years of relevant experience in mathematics, computer science, electrical engineering, or electronics is required. Candidates should have experience in analyzing and testing information systems, as well as providing technical support during the implementation of complex systems. This experience is crucial for ensuring the effective operation of the EMS and addressing any technical challenges that may arise.

Languages:
Fluency in Montenegrin is mandatory, and an excellent command of English is considered an advantage. The ability to communicate effectively in both languages is essential for collaboration with various stakeholders and for the preparation of reports and documentation.

This consultancy is home-based, allowing for flexibility in work arrangements. The consultant will be expected to deliver two key reports by specified deadlines, with the first report due by August 15, 2025, and the final report by November 5, 202
  • The position is part-time, and the consultant will work closely with the UN Women Project Officer and the head of the Directorate for the Information System of the Judiciary and Data Security.
