The Mission works closely with national and local authorities, civil society, and the media to implement reforms and strengthen democratic development in line with OSCE commitments. The Mission focuses on various areas, including election administration reform, parliamentary reform, combating corruption and organized crime, law enforcement, and security sector reform. It also emphasizes building media professionalism and promoting economic development and environmental protection. The OSCE Mission to Montenegro has been operational since its establishment and continues to play a vital role in supporting the country's democratic processes and media landscape.
Job Overview: The Media Programme Officer will play a crucial role in supporting the OSCE Mission to Montenegro's Media Programme, which aims to enhance media professionalism and freedom of information. The successful candidate will provide technical support in project planning, development, implementation, and monitoring, with a strong emphasis on gender mainstreaming and equality. The role requires synthesizing and analyzing information to advise the Media Programme Manager and coordinate activities that foster media development, promote media literacy, prevent hate speech, and prioritize the safety of journalists, particularly female and investigative journalists. The Media Programme Officer will act as a leader within the team, sharing knowledge and setting an example for others. This position involves maintaining regular communication with various stakeholders, including government officials, media institutions, and international organizations, to ensure effective project development and implementation.
Duties and Responsibilities:
Develop, draft, and implement activities for the Media Programme's unified budget projects and potential extra budgetary projects, ensuring alignment with local conditions and established performance indicators.
Conduct research on media-related topics impacting Montenegro and the South-Eastern Europe region, compiling relevant data and writing summaries of trends.
Draft policy papers, summaries, and recommendations based on international and local reports, as well as outcomes from past projects.
Prepare periodic analyses and reports related to media affairs, including inputs for the Mission's Monthly Activity Report and drafting narrative reports on project implementation.
Establish and maintain communication with internal and external contacts to share information and expand project ideas.
Arrange coordination meetings, workshops, training sessions, and related activities for visitors and counterparts, providing guidance on administrative matters.
Required Qualifications: Candidates must possess a first-level university degree in journalism, media studies, communications, political or social sciences, international affairs, or a related field. A minimum of two years of professional experience in project management, specifically in media affairs, is required. Proven experience in the area of Freedom of Media is essential, along with strong planning, analytical, and organizational skills. Candidates should demonstrate excellent communication, presentation, public speaking, and drafting skills, including the ability to produce concise reports. Experience with Enterprise Resource Planning (ERP) systems is preferred. Professional fluency in English and local languages is mandatory, along with a demonstrated ability to build relationships and foster coordination among stakeholders. Candidates should also exhibit gender awareness and sensitivity, as well as the ability to work effectively in a diverse team environment.
Educational Background: The position requires a first-level university degree, which can be in journalism, media studies, communications, political or social sciences, international affairs, or another related field. This educational background is essential for understanding the complexities of media affairs and the political landscape in which the OSCE operates.
Experience: The ideal candidate should have at least two years of professional experience in project management, particularly in managing and implementing projects related to media affairs. This experience should encompass all phases of project management, including initiation, planning, implementation, monitoring, evaluation, and reporting. Experience in an international organization is preferred, as it provides valuable insights into the dynamics of working in a multicultural environment.
Languages: Professional fluency in English is mandatory, with excellent oral and written communication skills. Additionally, fluency in local languages is required to effectively engage with stakeholders and produce relevant documentation. Knowledge of other languages may be considered an asset, but it is not mandatory.
Additional Notes: The position is a fixed-term contract at the National Professional level (NP1) with a full-time schedule. The monthly remuneration is EUR 2,200.50, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments based on relevant experience.
