Job Posting Organization: The OSCE Mission to Montenegro is an integral part of the Organization for security" style="border-bottom: 1px dotted #007bff !important;">Security and Co-operation in Europe (OSCE), which was established to promote peace, stability, and democracy in the region. The Mission works closely with national and local authorities, civil society, and media to support democratic reforms and strengthen democratic development in Montenegro. The OSCE Mission has been operational since its establishment and employs a diverse team of professionals dedicated to fostering democratic governance and human rights. The Mission's work encompasses various areas, including election administration reform, combating corruption, law enforcement, and media professionalism, among others. The OSCE operates in multiple countries across Europe, Central Asia, and North America, with a commitment to upholding the principles of democracy and human rights.
Job Overview: The Media Programme Officer will play a crucial role in supporting the OSCE Mission to Montenegro's Media Programme, which aims to enhance media professionalism and freedom of information in the country. The successful candidate will be responsible for providing technical support in project planning, development, implementation, and monitoring, with a strong emphasis on gender mainstreaming and equality. This position requires a proactive approach to identifying opportunities and addressing the needs of the media landscape in Montenegro. The Media Programme Officer will work closely with various stakeholders, including government officials, media institutions, and civil society organizations, to promote independent and pluralistic media. The role also involves synthesizing and analyzing information to advise the Media Programme Manager and coordinate activities that align with the Programme's core objectives, such as fostering media development, enhancing media self-regulatory mechanisms, and preventing hate speech. The successful candidate is expected to lead by example and share knowledge within the team, ensuring effective communication and collaboration with internal and external partners.
Duties and Responsibilities:
Develop, draft, and implement activities related to the Media Programme's unified budget projects and potential extra-budgetary projects, ensuring alignment with local conditions and established performance indicators.
Conduct research on media-related topics impacting Montenegro and the South-Eastern Europe region, compiling relevant data to inform project activities.
Draft policy papers, summaries, and recommendations based on international and local reports, as well as outcomes from previous Media Programme projects.
Prepare periodic analyses and reports related to media affairs, including inputs for the Mission's Monthly Activity Report and drafting narrative reports on project implementation.
Establish and maintain communication with internal and external contacts to share information and expand project ideas.
Arrange coordination meetings, workshops, training sessions, and related activities for visitors and counterparts, providing guidance on administrative matters.
Required Qualifications: Candidates must possess a first-level university degree in journalism, media studies, communications, political or social sciences, international affairs, or a related field. A minimum of two years of professional experience in project management, specifically in media affairs, is required. Proven experience in the area of Freedom of Media is essential, along with strong planning, analytical, and organizational skills. Candidates should demonstrate excellent communication, presentation, public speaking, and drafting skills, including the ability to produce concise reports. Familiarity with Enterprise Resource Planning (ERP) systems, such as Oracle E-Business Suite, is preferred. Professional fluency in English and local languages is mandatory, along with a demonstrated ability to build relationships and foster coordination among stakeholders. Candidates should also exhibit gender awareness and sensitivity, with the ability to integrate a gender perspective into tasks and activities.
Educational Background: The position requires a first-level university degree, which can be in journalism, media studies, communications, political or social sciences, international affairs, or another related field. This educational background is essential for understanding the complexities of media affairs and the political landscape in Montenegro.
Experience: The ideal candidate should have at least two years of professional experience in project management, particularly in managing and implementing projects related to media affairs. This experience should encompass all phases of project management, including initiation, planning, implementation, monitoring, evaluation, and reporting. Experience in an international organization is preferred, as it provides valuable insights into the dynamics of working in a multicultural environment.
Languages: Professional fluency in English is mandatory, with excellent oral and written communication skills. Additionally, fluency in local languages is required to effectively engage with stakeholders and produce relevant documentation. Knowledge of other languages may be considered an asset but is not mandatory.
Additional Notes: This position is a fixed-term contract at the National Professional level (NP1) with a full-time schedule. The monthly remuneration is EUR 2,200.50, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
