Job Overview:
The Programme Manager position is a critical role within the OSCE Mission to Montenegro, specifically within the Democratization Programme. This position is responsible for managing the overall operations of the programme, which aims to enhance democratic governance and promote good governance standards at both national and local levels. Duties and Responsibilities:
The duties and responsibilities of the Programme Manager include:
  • Managing the Democratization Programme, including strategic planning, budgeting, monitoring, and evaluation.
  • Leading and managing a team of five staff members, ensuring high performance and cohesion within the programme.
  • Ensuring the production of high-quality written outputs for all programmatic documents.
  • Providing timely advice and expertise to the Head of Mission (HoM), Deputy Head of Mission (DHoM), and relevant mission members regarding programme implementation and future planning.
  • Liaising with governmental, non-governmental, and international organizations to gather information and ensure cooperation.
  • Facilitating internal communication and coordination among different mission programmes.
  • Preparing speeches, policy papers, and briefing materials as requested by senior management.
  • Performing other duties as required to support the mission's objectives.

Required Qualifications:
Candidates for the Programme Manager position must possess the following qualifications:
  • A first-level university degree in law, political science, international relations, or a related field.
  • A minimum of 6 years of relevant professional experience in public administration, international organizations, civic associations, or economic and political development.
  • Demonstrable management, organizational, communication, analytical, and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • Experience in project management, monitoring, reporting, and policy advice.
  • Knowledge of good governance principles and cultural sensitivity.
  • Professional fluency in English, both oral and written.
  • Ability to operate Windows applications, including word processing and email.

Educational Background:
The educational background required for this position includes a first-level university degree in political sciences, social sciences, international relations, public policy, law, or a related field. Experience:
