Job Overview: The Senior Project Associate (Construction and Reconstruction) will operate under the overall supervision of the Chief of Mission/Project Manager and the direct supervision of the Project Coordinator. This role involves close cooperation with the Resource Management Unit (RMU) and Supply Chain. The primary responsibility is to support the implementation of construction and reconstruction activities within IOM projects, particularly focusing on the EU-funded project aimed at strengthening Integrated Border Management capacities in Montenegro. The position requires a proactive approach to planning, coordinating, and executing project activities, ensuring compliance with IOM policies and donor requirements. The Senior Project Associate will compile and analyze data related to construction activities, monitor project implementation, and assist in the acceptance of contracted works, all while maintaining effective communication with various stakeholders.
Duties and Responsibilities: The duties and responsibilities of the Senior Project Associate include participating in the planning and coordination of construction activities, compiling and analyzing project-related data, monitoring compliance with contractual requirements, reviewing documentation for additional works, and proposing budget adjustments as necessary. The role also involves acting as a focal point for coordination within the construction component, preparing status reports, drafting correspondence, organizing meetings with contractors, and verifying documentation for timely payments. Additionally, the Senior Project Associate will provide inputs for the development of new projects and may supervise other staff within the project team, ensuring that all activities align with IOM's standards and objectives.
Required Qualifications: Candidates must possess either a school diploma with six years of relevant experience or a Bachelor's degree in Civil Engineering, Architecture, Design, or a related technical field from an accredited institution, along with four years of relevant professional experience. Experience in liaising with governmental authorities and knowledge of national regulations in construction are essential. Proven skills in project management, administration, and reporting are also required, along with prior experience in international humanitarian organizations or multi-cultural settings being advantageous.
Educational Background: The educational background required for this position includes a school diploma with extensive relevant experience or a Bachelor's degree in a technical field such as Civil Engineering, Architecture, or Design. This educational foundation is crucial for understanding the complexities of construction and reconstruction projects and ensuring compliance with industry standards.
Experience: The position requires a minimum of four years of relevant professional experience for candidates with a Bachelor's degree, or six years for those with a school diploma. Experience should include working with governmental authorities, international institutions, and NGOs, as well as a solid understanding of construction project management and compliance with organizational standards. Familiarity with the operational environment of international humanitarian organizations is highly valued.
Languages: Fluency in English and Montenegrin is mandatory, both oral and written. This language proficiency is essential for effective communication with stakeholders, drafting reports, and ensuring that all project documentation meets the required standards.
