Job Overview:
The National Trial Monitoring Officer (NP1) position is a critical role within the OSCE Mission to Montenegro, specifically aimed at supporting the implementation of the Extra-budgetary Project focused on improving the administration of justice in corruption and organized crime cases. The officer will be responsible for monitoring and analyzing cases from the indictment phase through to their resolution, ensuring compliance with legal standards and best practices. This role requires a proactive approach to data collection and analysis, as well as the ability to draft comprehensive reports that inform the mission's recommendations to local authorities. The officer will work closely with the Project Officer and the Deputy Head of Mission to ensure effective communication and follow-up actions based on monitoring findings. The position is temporary, aligned with the project timeline, and offers the potential for contract extension based on project needs and funding availability.

Duties and Responsibilities:
  • Monitor corruption and organized crime cases throughout the judicial process.
  • Review and analyze relevant data, drafting reports on compliance with legal frameworks and best practices.
  • Monitor and report on the activities of judicial institutions involved in the investigation and prosecution of corruption and organized crime.
  • Conduct media analysis and facilitate consultations and discussion forums to enhance stakeholder awareness of recommendations.
  • Assist the Project Officer in preparing and conducting interviews with stakeholders.
  • Support the design and organization of peer learning events.
  • Perform preliminary analysis of data collected through monitoring and interviews.
  • Draft quarterly project implementation reports and contribute to country chapters for various project reports.
  • Undertake additional duties as required to support the ExB Project's objectives.

Required Qualifications:
Candidates must possess a first-level university degree in law and have a minimum of two years of practical courtroom experience. Proven experience in drafting legal analytical reports is essential, along with a working knowledge of international fair trial and human rights standards. Familiarity with international anti-corruption conventions and the domestic political landscape in Montenegro is also required. Candidates should demonstrate excellent written and spoken communication skills in both English and local languages, as well as a commitment to gender awareness and sensitivity. The ability to work collaboratively in a diverse team environment is crucial, as is proficiency in Microsoft applications and a valid driving license.

Educational Background:
A first-level university degree in law is mandatory for this position. This educational background provides the necessary foundation for understanding legal frameworks, judicial processes, and the complexities involved in monitoring corruption and organized crime cases.

Experience:
The position requires a minimum of two years of practical courtroom experience, which is essential for understanding the judicial processes and the legal context in which the monitoring will occur. Candidates should have experience that demonstrates their knowledge of international standards and OSCE commitments related to rule of law reform, as well as familiarity with the local judicial structure in Montenegro.

Languages:
Fluency in English and local languages is mandatory for this position. Candidates should possess excellent written and spoken communication skills to effectively engage with various stakeholders and draft comprehensive reports. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
This is a temporary appointment linked to the duration of the ExB Project, which is scheduled to conclude on December 31, 2026, with the possibility of extension based on project needs and funding availability. The initial contract will be issued for a standard period, with extensions contingent upon successful completion of the probationary period and the availability of funds. The monthly remuneration for this position is EUR 2,200.50, subject to social security deductions, and includes participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The position is full-time and classified as a National Professional level role.
