Job Overview:
The National Consultant will be responsible for developing rules, regulations, standard operating procedures (SoP), and guidelines regarding Asset and Liabilities Declarations. This role is crucial in ensuring transparency and accountability in asset management within the framework of anti-corruption initiatives. The consultant will work closely with the ADB – Anti-Corruption project to align the guidelines with international best practices and local regulations. The position is home-based, allowing for flexibility in work hours while ensuring that deliverables are met within the specified timeline. The consultant is expected to engage with stakeholders, gather necessary information, and draft comprehensive documents that will serve as a framework for asset and liabilities management.

Duties and Responsibilities:
  • Conduct a thorough analysis of existing regulations and guidelines related to asset and liabilities declarations in Sri Lanka.
  • Collaborate with relevant stakeholders, including government agencies, civil society organizations, and other partners, to gather insights and feedback.
  • Develop a comprehensive set of rules and regulations that govern asset and liabilities declarations, ensuring they are in line with anti-corruption measures.
  • Draft standard operating procedures (SoP) that outline the processes for asset and liabilities declarations.
  • Create guidelines that provide clear instructions for individuals and organizations on how to comply with the new regulations.
  • Review and revise drafts based on feedback from stakeholders and ensure that the final documents are clear, concise, and actionable.
  • Prepare a final report summarizing the development process and the key features of the new regulations and guidelines.
  • Ensure that all deliverables are submitted on time and meet the quality standards set by the UNDP.

Required Qualifications:
  • Proven experience in developing regulations, guidelines, or policies related to asset management or anti-corruption.
  • Strong understanding of the legal and regulatory framework in Sri Lanka concerning asset and liabilities declarations.
  • Excellent analytical and research skills to assess existing frameworks and propose improvements.
  • Ability to engage with a diverse range of stakeholders and facilitate discussions.
  • Strong writing skills, with the ability to produce clear and concise documentation.
  • Familiarity with international best practices in asset management and anti-corruption measures.

Educational Background:
A minimum of a bachelor’s degree in law, public administration, finance, or a related field is required. A master’s degree in a relevant discipline is preferred and may be considered an asset.

Experience:
At least 5 years of relevant professional experience in policy development, legal analysis, or regulatory frameworks, particularly in the context of asset management or anti-corruption initiatives. Experience working with international organizations or government agencies is highly desirable.

Languages:
Fluency in English is mandatory. Proficiency in Sinhala and/or Tamil is highly desirable, as it will facilitate better communication with local stakeholders and enhance the quality of the developed guidelines.

Additional Notes:
The contract duration is from June 2025 to 30 September 2025, encompassing a total of 30 working days. This position is specifically open to Sri Lankan individuals only; submissions from organizations or other nationals will not be considered. The consultant will work on a home-based basis, providing flexibility in managing their time while ensuring that all tasks are completed within the stipulated timeframe.
