Job Posting Organization:
The Egyptian Red Sea Initiative (ERSI) is a newly established program aimed at addressing the degradation of coral reefs in the Egyptian Red Sea. The initiative focuses on developing sustainable financing mechanisms and promoting reef-positive business models that support conservation and community livelihoods. The program is expected to leverage significant funding, including at least USD 45 million in grants, to enhance coral reef conservation efforts in the region. ERSI collaborates with various stakeholders, including governmental bodies, NGOs, and the private sector, to ensure the effective implementation of its objectives.

Job Overview:
The National Project Manager will oversee the implementation of the ERSI program's activities within Egypt. This role involves managing the workplan and budget, ensuring timely execution of project activities, and fostering strong partnerships with key stakeholders such as the Egyptian Environmental Affairs Agency (EEAA), UNDP, and USAID. The Project Manager will be responsible for establishing a National Steering Committee, organizing workshops, and ensuring that all project deliverables meet quality standards. The position requires a proactive approach to risk management and effective communication with all partners involved in the project.

Duties and Responsibilities:
The National Project Manager's responsibilities include:
  • Developing and revising the project workplan and budget in consultation with UNDP and other stakeholders.
  • Establishing and facilitating the National Steering Committee and other coordination mechanisms.
  • Supervising national consultants and experts to ensure timely and high-quality outputs.
  • Overseeing financial management and ensuring compliance with UNDP and donor regulations.
  • Organizing project workshops and ensuring stakeholder engagement.
  • Monitoring project progress and reporting on deliverables.
  • Developing communication materials such as reports, case studies, and press releases.
  • Preparing for project closure, including developing an exit strategy and managing the transfer of project deliverables to beneficiaries.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as environment/natural resource management, biodiversity, economics, or finance. Alternatively, a first-level university degree (Bachelor’s) combined with two additional years of relevant experience will be considered. Candidates should have a minimum of 2 years of relevant experience with a Master’s degree or 4 years with a Bachelor’s degree, particularly in political economy, project management, or public administration. Experience in coordinating with international and national experts is essential, as is proficiency in office software and web-based management systems.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in environment/natural resource management, biodiversity, economics, finance, or a related field is required. A first-level university degree (Bachelor’s degree) may be accepted if accompanied by additional qualifying experience. This educational background is crucial for understanding the complexities of environmental management and project implementation.

Experience:
The position requires a minimum of 2 years of relevant experience for candidates with a Master’s degree or 4 years for those with a Bachelor’s degree. This experience should include project management, financial management, and collaboration with governmental institutions and NGOs. Familiarity with environmental issues and biodiversity finance is highly desirable, as is experience in coordinating projects that involve multiple stakeholders.

Languages:
Fluency in both English and Arabic is required for this position. This bilingual capability is essential for effective communication with diverse stakeholders, including local communities, governmental agencies, and international partners.

Additional Notes:
The position is full-time and involves working closely with various stakeholders in the Egyptian Red Sea region. The Project Manager will be part of a Project Management Unit that includes a finance officer, coordinator, administrative officer, and driver. The role requires strong leadership and management skills, as well as the ability to adapt to changing circumstances and engage with a wide range of partners.
