  • The UNDP Country Programme Document for 2024-2028 identifies three transformational shifts as priorities for support over the next five years, focusing on inclusive economic growth, just energy transition, and strengthening institutions and civic participation. The Circular Economy Portfolio is built on multi-sector partnerships and aims to promote sustainable financing, management of non-tax revenues, and community-based management to ensure long-term sustainability.

Job Overview:
The Project Coordination Officer will supervise a Project Assistant and report to the Project Management Specialist, ensuring quality assurance and effective implementation of project activities. The incumbent will work closely with relevant ministries and partners for planning, implementation, monitoring, and evaluation of project activities. Responsibilities include developing annual work plans and budgets, coordinating execution of work plans, monitoring partner activities, preparing reports, and contributing to project evaluations. The role also involves fostering collaboration with government bodies, identifying additional partnerships and financing opportunities, and ensuring effective communication among stakeholders. The Project Coordination Officer will play a crucial role in advancing UNDP's goals and the project's objectives, ensuring alignment with national priorities and policies.

Duties and Responsibilities:
The Project Coordination Officer will manage day-to-day project operations, including developing work plans and budgets, coordinating project execution, monitoring implementation, and preparing reports. The officer will also develop terms of reference for consultancies, coordinate evaluations and audits, and contribute to resource mobilization efforts. The role requires fostering collaboration with government bodies, private sector partners, and civil society organizations, as well as establishing strong ties with national programs and sectoral strategies. The officer will ensure procurement planning, financial monitoring, and risk management, while also facilitating knowledge management and sharing among stakeholders. The incumbent will be responsible for leading communication activities and managing stakeholder expectations, ensuring that project communications meet the needs of various audiences.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Development Studies, Environment, Economic Development, Political Science, Sociology, or related fields. Alternatively, a first-level university degree (bachelor’s degree) in the mentioned areas combined with two years of qualifying experience will be considered. Educational background directly related to waste management, plastics management, and circular economy will be advantageous. Applicants with a master's degree are not required to have professional work experience, while those with a bachelor's degree must have at least two years of relevant professional experience in project coordination, monitoring, and reporting. Experience in coordinating multi-stakeholder development initiatives and solid project management experience is essential.

Educational Background:
An advanced university degree (master’s degree or equivalent) in relevant fields such as Development Studies, Environment, Economic Development, Political Science, Sociology, or related areas is required. A first-level university degree (bachelor’s degree) in these areas, combined with two years of qualifying experience, will also be considered. Educational background specifically related to waste management, plastics management, and circular economy is an added advantage.

Experience:
The position requires a minimum of two years of relevant professional experience in project coordination, monitoring, and reporting for candidates with a bachelor's degree. Those with a master's degree are not required to have prior work experience. Candidates should have experience in coordinating multi-stakeholder development initiatives, including working with government counterparts, UN agencies, and donor organizations. Solid project management experience, including design, implementation, coordination, monitoring, and evaluation of development projects, is essential. Familiarity with waste management challenges in Cambodia and knowledge of business modalities and the circular economy will be considered valuable assets.

Languages:
Fluency in Khmer and English is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
