Job Overview:
This position involves providing technical support in the design, analysis, and calculation of social protection measures, poverty, and vulnerability as public policy instruments. The consultant will be responsible for supervising and coordinating the transfer of methodologies from the ODS Value Chains Program, offering technical assistance to Country Offices during all phases of implementation, training, and adaptation of methodologies in various countries. The role requires a deep understanding of social protection systems and the ability to work collaboratively with diverse stakeholders to ensure effective policy implementation. The consultant will work remotely and is expected to contribute to the development of strategies that enhance social protection frameworks and address poverty and vulnerability effectively.

Duties and Responsibilities:
  • Supervise and coordinate the transfer of methodologies related to social protection, poverty, and vulnerability.
  • Provide technical assistance to Country Offices in the implementation of social protection measures.
  • Conduct training sessions for stakeholders on the methodologies and tools developed.
  • Adapt and modify methodologies based on the specific needs of different countries.
  • Collaborate with local and international partners to ensure the successful implementation of social protection programs.
  • Monitor and evaluate the effectiveness of implemented methodologies and provide feedback for improvements.
  • Prepare reports and documentation on the progress and outcomes of the initiatives.
  • Engage in knowledge sharing and capacity building activities to strengthen local expertise in social protection.

Required Qualifications:
  • Proven experience in social protection, poverty analysis, and vulnerability assessment.
  • Strong analytical skills and the ability to interpret complex data.
  • Excellent communication and interpersonal skills to work effectively with diverse teams.
  • Experience in training and capacity building in the context of social policy.
  • Familiarity with international development frameworks and the Sustainable Development Goals (SDGs).
  • Ability to work independently and manage multiple tasks effectively.

Educational Background:
A Master's degree in Social Sciences, Public Policy, Development Studies, or a related field is required. A PhD in a relevant area would be an advantage. Candidates should have a strong academic background that supports their expertise in social protection and poverty analysis.

Experience:
A minimum of 5 years of relevant professional experience in social protection, poverty reduction, or related fields is required. Experience working with international organizations or in a consultancy role is highly desirable. Candidates should demonstrate a track record of successful project implementation and the ability to engage with stakeholders at various levels.

Languages:
Fluency in Spanish is mandatory, as the position requires communication with Spanish-speaking stakeholders. Proficiency in English is also required, and knowledge of additional languages would be considered an asset.

Additional Notes:
This is a long-term agreement for individual consultants, with three positions available. The estimated start date is June 2025, and the contract duration is for 3 years, with a maximum of 420 working days over the period. The position is remote, allowing for flexibility in work arrangements.
