The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and integrates its activities into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

Job Overview:
The consultancy aims to contribute to the implementation of the GCF Readiness project titled 'Advancing a Regional Approach to the Green Hydrogen Economy in Latin America and the Caribbean' for the Plurinational State of Bolivia. The consultant will play a crucial role in establishing an interinstitutional working group to foster enabling conditions for a robust ecosystem of green hydrogen in Bolivia. This involves liaising with relevant national actors, including executing entities, civil society organizations, and private sector stakeholders, to strengthen the working group. The consultant will be responsible for preparing documentation for meetings, ensuring effective communication with government entities, and engaging regionally with other members of the Readiness project. The consultant will also conduct stakeholder engagement activities, develop strategic action plans, and facilitate the delivery of training courses and communication campaigns related to the green hydrogen economy.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including conducting interviews to gather necessary information for the establishment of the inter-institutional working group, creating and maintaining relationships with national public, private, and civil society actors, organizing logistics and content for meetings, and providing technical advice to national authorities. The consultant will also conduct stakeholder engagement activities, develop a strategic action plan for green hydrogen, facilitate the delivery of a proposed adoption path for a regional certification scheme, and aid in the development of project concept notes. Additionally, the consultant will conduct impact assessments of the GCF Readiness Project and ensure that all participants have a clear understanding of the group's objectives and governance framework.

Required Qualifications:
The position requires a Bachelor's degree in engineering, public policy, economics, energy, transport, urban planning, or a closely related field. A Master's degree in a relevant field is desirable. The consultant must have at least five years of relevant work experience related to energy, transport, climate change, environmental policy, and/or infrastructure projects or policies. Experience working as an international consultant in energy or transport sectors, as well as experience in renewable energy or decarbonization projects in Latin America, is desirable. Knowledge of green hydrogen is also a plus.

Educational Background:
Candidates must possess a Bachelor's degree in a relevant field such as engineering, public policy, economics, energy, transport, or urban planning. A Master's degree in a closely related field is considered an advantage and may enhance the candidate's qualifications for the role.

Experience:
The consultant should have a minimum of five years of relevant work experience in areas such as energy, transport, climate change, environmental policy, or infrastructure projects. Experience in the public sector and familiarity with renewable energy or decarbonization projects in Latin America is highly desirable. Additionally, prior experience working as an international consultant in the energy or transport sectors will be beneficial.

Languages:
Fluency in Spanish is required for this position, as the consultant will be working primarily with stakeholders in Bolivia. Fluency in English is desirable, as it may facilitate communication with international partners and stakeholders.

Additional Notes:
The position is home-based and expected to last for six months. The consultant will work closely with the Ministry of Hydrocarbons and Energies of the Plurinational State of Bolivia and may be required to attend in-person meetings. The role involves significant collaboration with various stakeholders, including government authorities, civil society, and the private sector, to promote the green hydrogen economy in Bolivia. The United Nations does not charge a fee at any stage of the recruitment process.
