Job Overview: The Administrative and Finance Officer NOA is a newly created position within the Panama Common Services Center (CSC), reporting to the Head of the CSC. This role is crucial for the operationalization of the CSC in alignment with the new Global Common Services Center framework. The incumbent will be responsible for supporting the CSC's readiness through process mapping, workflow optimization, and the development of service level agreements. The position involves leading the Admin and Finance team to provide comprehensive administrative and financial services while ensuring compliance with UNICEF policies. The officer will also facilitate onboarding and offboarding processes, support change management, and contribute to continuous improvement initiatives. Additionally, the role includes strengthening knowledge management through the development of a dedicated SharePoint knowledge hub for staff resources.
Duties and Responsibilities: The duties and responsibilities of the Administrative and Finance Officer include:
Strategic planning, performance monitoring, and internal controls to ensure effective operations.
Budget management, including the preparation and monitoring of budgets to ensure financial accountability.
Financial management, overseeing financial transactions and ensuring compliance with UNICEF financial policies.
Administrative management, providing support for administrative processes and ensuring efficient office operations.
Capacity building and knowledge management, developing training materials and resources for staff development.
Partnership, coordination, and collaboration with various stakeholders to enhance service delivery and operational efficiency.
Required Qualifications: The position requires a university degree in social sciences, business management, administration, finance, or a relevant field. Candidates must have a minimum of one year of relevant professional work experience in office management, administration, finance, accounting, ICT, human resources, or supply chain management. Experience in emergencyduty stations is also preferred. Candidates should demonstrate a commitment to UNICEF's core values and competencies, including partnership building, ethical awareness, and strategic thinking.
Educational Background: Candidates must possess a university degree in a relevant field such as social sciences, business management, administration, finance, or a related discipline. This educational background is essential for understanding the complexities of administrative and financial operations within UNICEF.
Experience: A minimum of one year of relevant professional work experience is required, with a preference for candidates who have both national and international experience in office management, administration, finance, accounting, ICT, human resources, or supply chain management. Experience in emergency duty stations is considered an asset, as it demonstrates the ability to work effectively in challenging environments.
Languages: Fluency in English and Spanish is mandatory for this position. Knowledge of another official UN language, such as Arabic, Chinese, French, or Russian, is considered an asset and may enhance a candidate's profile.
