Job Overview: The position of International Consultant is crucial for the UNDP's project aimed at improving radar data processing procedures. This role involves providing expert advice and technical support to enhance the efficiency and effectiveness of radar data processing, which is essential for mitigating the impacts of climate-driven extreme events in Moldova. The consultant will be expected to analyze current radar processing methods, identify areas for improvement, and implement best practices in radar data management. The consultant will work closely with UNDP project teams and local stakeholders to ensure that the improvements align with national priorities and international standards. This position requires a deep understanding of radar technology, data processing techniques, and the ability to communicate complex technical information to non-experts. The consultant will also be responsible for preparing reports and documentation that detail the improvements made and their impact on project outcomes.
Duties and Responsibilities:
Conduct a comprehensive assessment of existing radar data processing procedures and identify gaps and areas for improvement.
Develop and implement strategies to enhance radar data processing capabilities, ensuring alignment with best practices and international standards.
Collaborate with UNDP project teams and local stakeholders to ensure that improvements meet the needs of the project and the community.
Provide training and capacity-building support to local staff on improved radar processing techniques and technologies.
Prepare detailed reports and documentation outlining the improvements made, methodologies used, and recommendations for future enhancements.
Participate in project meetings and workshops to share findings and gather feedback from stakeholders.
Ensure compliance with UNDP policies and procedures throughout the project implementation process.
Monitor and evaluate the effectiveness of implemented changes and make adjustments as necessary to achieve desired outcomes.
Required Qualifications:
Advanced degree in meteorology, environmental science, data science, or a related field.
Proven experience in radar data processing and analysis, with a strong understanding of meteorological applications.
Excellent analytical and problem-solving skills, with the ability to work independently and as part of a team.
Strong communication skills, both written and verbal, with the ability to convey complex technical information to diverse audiences.
Experience working with international organizations, particularly in the context of development projects, is an advantage.
Educational Background: Candidates must possess at least a Master's degree in a relevant field such as meteorology, environmental science, data science, or a related discipline. A Ph.D. is preferred but not mandatory. The educational background should include coursework or training in radar technology, data processing, and climate science.
Experience: A minimum of 5 years of professional experience in radar data processing, meteorological analysis, or related fields is required. Experience working on projects related to climate change adaptation or disaster risk reduction is highly desirable. Candidates should have a proven track record of successfully implementing technical improvements in radar processing or similar technologies.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Romanian or Russian is considered an asset, as it will facilitate communication with local stakeholders and enhance collaboration within the project.
Additional Notes: This position is offered as an individual contractor role, with a contract duration that will be specified upon selection. The consultant is expected to work on a full-time basis, with flexibility in working hours to accommodate project needs. Compensation will be commensurate with experience and qualifications, in line with UNDP standards.
