Job Overview: The Programme Specialist position at UN Women involves contributing to the effective management of programs within the India Country Office. The role requires providing substantive inputs to the design, formulation, implementation, and evaluation of programs aimed at advancing gender equality and women's empowerment. The Programme Specialist will work closely with various stakeholders, including government officials, donors, and civil society, to ensure successful program implementation. This position also entails monitoring results achieved during program implementation, ensuring adherence to systems and procedures, and developing enhancements as necessary. The Programme Specialist will coordinate the annual workplan and budget process, oversee state offices, and provide technical support to partners, ensuring that all program activities align with UN Women’s strategic goals.
Duties and Responsibilities: The duties and responsibilities of the Programme Specialist include:
Contributing technically to the development of program strategies across all portfolios by coordinating and providing substantive inputs to program/project proposals and initiatives.
Leading coordination groups on cross-cutting issues within programs and convening quarterly team visioning processes for timely implementation and problem-solving.
Overseeing and managing three state offices, including staff, budget, program planning, reporting, resource mobilization, and communications.
Coordinating the annual workplan and budget process, including the call/request for proposals and technical review committees.
Providing technical inputs and capacity development to project/program partners, maintaining relationships with national partners, and identifying opportunities for capacity building.
Managing people and finances at the program level, including budget implementation and revisions.
Building partnerships and resource mobilization strategies, preparing relevant documentation, and participating in donor meetings.
Ensuring the incorporation of monitoring and reporting into program formulation and overseeing the delivery of the country office monitoring and evaluation framework. 1
Coordinating internal and external reporting requirements and ensuring relevant evaluation findings are incorporated into program reporting.
Required Qualifications: The required qualifications for the Programme Specialist position include:
A Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Strong program formulation, implementation, monitoring, and evaluation skills.
Good knowledge of Results Based Management and the ability to gather and interpret data effectively.
Excellent analytical skills and knowledge of gender equality and women's empowerment.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A project/programme management certification would be beneficial and enhance a candidate's profile.
Experience: Candidates should have at least 7 years of progressively responsible work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in program implementation and management is an asset, as is experience coordinating and liaising with government agencies and/or donors.
Languages: Fluency in English is required for this position. Knowledge of another UN official working language is considered an asset, and familiarity with other Indian languages, particularly Hindi, is also advantageous.
