Job Overview:
The Resource Mobilization Officer (Global Appeal) will play a crucial role in overseeing the development and dissemination of the IOM Global Appeal, which is the flagship resource mobilization tool for the organization. This position involves coordinating with various stakeholders across the organization, including senior management, to ensure that the appeal accurately reflects IOM's financial needs and strategic objectives. The officer will facilitate inputs from relevant stakeholders, manage the dissemination of the appeal, and oversee the recruitment of staff dedicated to this initiative. The role requires a strong understanding of resource mobilization strategies and the ability to work collaboratively in a decentralized environment. The officer will also be responsible for monitoring and evaluating the effectiveness of the Global Appeal, striving to improve both the product and the process.

Duties and Responsibilities:
  • Oversee the development and dissemination of the IOM Global Appeal, ensuring it meets organizational needs and standards.
  • Coordinate with stakeholders involved in the Global Appeal process, including various divisions and offices within IOM.
  • Support the development of strategic messaging and structure of the appeal in collaboration with senior leadership.
  • Facilitate inputs from stakeholders through workshops and template development, ensuring quality assurance of materials and data.
  • Manage the dissemination of the appeal, including launches and relevant events, overseeing procurement and delivery of services related to the appeal.
  • Recruit and manage staff dedicated to the Global Appeal, providing coordination and support for workstreams.
  • Oversee monitoring, evaluation, assessment, and learning (MEAL) for the Global Appeal to measure performance and improve processes.
  • Perform additional duties as required by the Director of RMD.

Required Qualifications:
  • Master’s degree in Political or Social Sciences, International Relations, Economics, Business Administration, or a related field from an accredited institution with five years of relevant professional experience; or a University degree in the above fields with seven years of relevant professional experience.
  • Experience in donor relations or liaising with governmental and diplomatic authorities.
  • Proven ability to coordinate across diverse stakeholders, including senior management.
  • Experience in producing major publications or appeals at the organizational level.
  • Strong skills in drafting and reviewing text for external audiences, ensuring a coherent narrative.
  • Experience visualizing information through infographics, maps, and dashboards.
  • Proven ability to manage staff in an intercultural environment.
  • Experience in developing strategies and workplans to guide work toward overarching objectives.
  • Familiarity with monitoring and evaluation processes.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as Political or Social Sciences, International Relations, Economics, or Business Administration from an accredited academic institution. Alternatively, a University degree in the same fields with additional years of relevant professional experience is acceptable. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is required.

Experience:
The position requires a minimum of five years of relevant professional experience for candidates with a Master’s degree, or seven years for those with a University degree. Experience should include donor relations, coordination with diverse stakeholders, production of major publications, and management of projects with multiple stakeholders and tight deadlines. Candidates should also have experience in monitoring and evaluation, as well as in managing staff in an intercultural environment.

Languages:
Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a short-term ungraded contract for an initial duration of six months, with the possibility of extension. The role is classified as professional and requires international mobility. Candidates must be medically fit for appointment and meet any residency or visa requirements.
