Job Overview:
The position of Consultant for the Elaboration of the Exit Strategy for the FIER Project involves a critical role in ensuring the sustainability and continuity of the project's outcomes after its completion. The consultant will be responsible for developing a comprehensive exit strategy that aligns with the initial objectives of the project, which aims to promote sustainable energy solutions in Madagascar. This includes identifying key stakeholders, analyzing financial mechanisms, and assessing the capacities of involved parties to ensure a smooth transition post-project. The consultant will work closely with implementation agencies and national counterparts to create a structured plan that guarantees the longevity of the project's achievements, addressing the pressing energy challenges faced by Madagascar.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Defining the strategic objectives and axes of the exit strategy in relation to the project's initial goals.
  • Identifying internal and external stakeholders involved in the project exit.
  • Analyzing available financial mechanisms and instruments to support post-project transition, identifying opportunities and synergies.
  • Evaluating the capacities of stakeholders to ensure project continuity, including analyzing their skills and resources for effective project activity relay and long-term financing mobilization.
  • Proposing a gradual transfer plan of responsibilities for each project component.
  • Developing a capacity-building plan for stakeholders involved in the exit strategy.
  • Suggesting post-project financing mechanisms to continue funding the instruments developed by the project.
  • Proposing a monitoring and evaluation strategy to measure the sustainability of actions post-project.
  • Identifying risks associated with the project exit and developing mitigation strategies to minimize negative impacts. 1
  • Providing recommendations to ensure a smooth and sustainable transition after project closure. 1
  • Proposing a realistic exit timeline.

Required Qualifications:
The ideal candidate must possess a strong background in project management, particularly in the context of sustainable development and energy projects. They should have proven experience in developing strategic plans and exit strategies for similar projects. Additionally, the consultant should demonstrate excellent analytical skills, with the ability to assess stakeholder capacities and financial mechanisms. Strong communication and interpersonal skills are essential for engaging with various stakeholders and facilitating collaboration. The candidate should also have a deep understanding of the energy sector in Madagascar and the challenges it faces, particularly regarding sustainable energy solutions.

Educational Background:
A master's degree in a relevant field such as environmental science, energy management, sustainable development, or a related discipline is required. Additional certifications in project management or strategic planning would be advantageous. The educational background should reflect a strong foundation in both theoretical and practical aspects of sustainable energy and development.

Experience:
Candidates should have a minimum of 5 years of professional experience in project management, with a focus on sustainable energy or environmental projects. Experience working with international organizations, particularly in developing countries, is highly desirable. The consultant should have a track record of successfully developing and implementing strategic plans and exit strategies, demonstrating their ability to navigate complex project environments and stakeholder dynamics.

Languages:
Fluency in French is mandatory, as the project operates in a French-speaking context. Proficiency in English is also highly desirable, as it may be necessary for communication with international stakeholders and documentation. Knowledge of Malagasy would be an asset, enhancing engagement with local communities and stakeholders.

Additional Notes:
The consultancy is expected to last for 80 working days over a period of 5 months. This position is classified as an individual contractor role, and the consultant will be required to submit their proposal directly through the UNDP supplier portal. The deadline for submission is set for May 9, 2025, at 10:00 AM New York time. The consultant will need to adhere to the guidelines provided by UNDP for the submission process and may need to register on the supplier portal if they have not done so previously. Compensation and benefits will be discussed upon selection, and the role may involve collaboration with various national and international stakeholders.
