Job Overview:
The Health System Resilience Consultant will play a crucial role in supporting the Health System Resilience Unit within the Department of Universal Health Coverage/Health Systems. The primary function of this consultancy is to develop and implement comprehensive communications plans, products, and campaigns aimed at enhancing outreach and impact for migrant and refugee health. This role is vital in ensuring that the health needs of migrants and refugees are effectively communicated to the public, donors, media, and other stakeholders. The consultant will work closely with various departments and UN agencies to align efforts and create engaging content that highlights the importance of integrating migrant health into national health systems. The consultant will also be responsible for monitoring and evaluating the effectiveness of communication strategies, making necessary adjustments to improve outreach and engagement.

Duties and Responsibilities:
The consultant will have a range of duties and responsibilities, including:
  • Planning and communication plan implementation: Contributing to the planning and systems for implementation on Health System Resilience/Migrant and Refugee Health, developing a communication plan, and ensuring that key messages are effectively communicated across various platforms.
  • Collaborating with WHO Country Offices (WCOs) to produce communication materials based on donor agreements, ensuring visibility of work performed at the country level.
  • Developing, writing, editing, and designing printed and electronic content for health initiatives and campaigns, ensuring alignment with WHO branding and accessibility guidelines.
  • Coordinating with other departments and UN agencies to support activities related to donor agreements, facilitating regular communications and meetings.
  • Developing a social media campaign around Regional Committee papers on Health System Resilience and the RC72 progress report on Migrant and Refugee Health.
  • Actively engaging with donors and ensuring continuous communication and reporting on project progress.

Required Qualifications:
Candidates must possess an advanced university degree in communications, journalism, marketing, humanities, social sciences, health, or a related field. Essential qualifications include 5 to 10 years of relevant experience in health communications, particularly in developing and implementing communication content, plans, campaigns, and strategies. Experience in promoting primary health care, access to health services, and universal health coverage is highly desirable. International experience is a requirement for this consultancy, and familiarity with the United Nations system, particularly WHO, is advantageous. Candidates should also demonstrate strong advocacy skills and the ability to develop effective communication plans.

Educational Background:
An advanced university degree in communications, journalism, marketing, humanities, social sciences, health, or a related field is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical and practical knowledge to effectively communicate health-related information and strategies.

Experience:
Candidates should have between 5 to 10 years of relevant experience in health communications. This experience should include developing and implementing communication content, plans, campaigns, and strategies, particularly in health systems topics such as migrant and refugee health. International experience is essential for this consultancy, and candidates with experience in handling global or multi-country health communication campaigns will be considered favorably.

Languages:
Excellent knowledge of English and Arabic is mandatory for this position. Proficiency in both languages is crucial for effective communication and engagement with diverse stakeholders, including media and local communities. Additional language skills may be considered an asset but are not required.
