Job Overview:
The position of Economist/Senior Economist within the Public Financial Management II Division (FADM2) of the Fiscal Affairs Department (FAD) at the IMF involves providing capacity development support to member countries. This role is crucial for enhancing public financial management practices across various regions. The successful candidate will engage in diagnostic missions, training sessions, and workshops, addressing a wide range of public financial management issues such as legal frameworks, fiscal and budget frameworks, risk management, budget execution, public investment management, and the digitalization of public finance. The role requires a proactive approach to contribute to the division's work streams, ensuring that the support provided aligns with the specific needs and reform priorities of the countries involved.

Duties and Responsibilities:
The key responsibilities for the Economist/Senior Economist include leading and participating in capacity development activities in public financial management, coordinating and supervising the technical content of these activities delivered by regional technical assistance centers and long-term experts. The candidate will design multi-year capacity development projects tailored to the needs of assigned countries, manage project activities, and oversee the contracting of short-term experts as necessary. Additionally, the role involves developing proposals for donor funding and reporting on project performance. The successful candidate will also contribute to analytical and research work on global public financial management themes, including the creation of technical guidance notes and capacity development tools.

Required Qualifications:
Applicants must possess an advanced university degree in economics or a related field, with a minimum of four years of relevant experience. Preference will be given to candidates with at least ten years of professional experience in public financial management. The ideal candidate should demonstrate expertise across a broad range of PFM topics, possess first-hand knowledge of PFM practices in various countries, and have a deep understanding of the challenges associated with institution building in emerging markets and developing economies. Strong oral and written communication skills are essential, along with excellent interpersonal skills and the ability to work collaboratively in a multicultural environment.

Educational Background:
Candidates are required to have an advanced university degree in economics or a closely related discipline. This educational background is crucial for understanding the complexities of public financial management and for effectively contributing to the IMF's mission of promoting global economic stability.

Experience:
The position requires a minimum of four years of relevant experience, with a preference for candidates who have at least ten years of professional experience in public financial management. This experience should include strategic prioritization, design, and implementation of PFM reforms at an international level, as well as a demonstrated ability to engage with national authorities and development partners.

Languages:
Proficiency in English is mandatory, while knowledge of French, Spanish, or Portuguese is considered beneficial. This multilingual capability is important for effective communication and collaboration with diverse stakeholders in the countries served by the IMF.
