Job Overview:
The Governance and Anti-Corruption Long-Term Resident Advisor (GAC LTRA) will be based in Beirut, Lebanon, and will provide expert advice and technical assistance in governance, rule of law, and anti-corruption across 14 jurisdictions in the Middle East. The advisor will lead the development and implementation of strategies, tools, and recommendations aimed at strengthening governance and combating corruption. This role requires collaboration with other Long-Term Resident Advisors (LTRAs) working on fiscal governance and financial sector issues, ensuring that anti-corruption strategies are integrated into broader governance reforms. The initial appointment is for one year, with the possibility of extension based on performance and business needs.

Duties and Responsibilities:
The GAC LTRA will have a comprehensive set of duties and responsibilities, including: providing expert advice to key stakeholders on governance, rule of law, and anti-corruption; contributing to strategic discussions on reform; leading technical assistance related to anti-corruption policies and laws; advising on the development of anti-corruption legislation; designing and delivering training programs; collaborating with other LTRAs to integrate anti-corruption measures; managing missions by short-term experts; participating in technical meetings and workshops; contributing to reports for the METAC Steering Committee; and documenting success stories and best practices for dissemination.

Required Qualifications:
The ideal candidate should possess a relevant academic background, including an advanced degree (Master's or PhD) in law, economics, finance, international relations, political science, business administration, governance, or a related field. They should have proven expert knowledge in governance, rule of law, and anti-corruption, with at least six years of relevant professional experience (10 years preferred). Excellent oral and written communication skills in English are essential, with proficiency in French and Arabic being highly desirable. A robust understanding of IMF policies and strong relationship management skills are also required.

Educational Background:
Candidates must have an advanced degree (Master's or PhD) in a relevant field such as law, economics, finance, international relations, political science, business administration, or governance. This educational background is crucial for understanding the complexities of governance and anti-corruption issues.

Experience:
The position requires a minimum of six years of relevant professional experience in governance, rule of law, and anti-corruption, with a preference for candidates who have ten years of experience. This experience should include designing, implementing, and advising on anti-corruption policies and systems, as well as capacity building and technical assistance.

Languages:
Fluency in English is mandatory, while proficiency in French and Arabic is highly desirable. Strong communication skills in these languages will enhance the advisor's ability to engage with stakeholders and deliver effective training and technical assistance.

Additional Notes:
The GAC LTRA position is a contractual appointment for an initial period of one year, with the possibility of extension for up to two additional years, contingent on performance, available budget, and business need. The advisor is expected to travel within the region and interact frequently with country authorities, including remote interactions.
