Job Overview: The position of an international expert in public finance audit is crucial for ensuring transparency and accountability in financial management within public institutions. The expert will be responsible for conducting audits in accordance with international auditing standards set by INTOSAI. This role requires a deep understanding of public finance systems, as well as the ability to assess compliance with financial regulations and standards. The expert will work closely with local authorities and stakeholders to provide insights and recommendations that enhance the effectiveness of public financial management. The mission is expected to last for a period of 10 days, during which the expert will engage in various activities including planning, executing, and reporting on audit findings. The expert will also be expected to provide training and capacity-building support to local auditors and finance personnel.
Duties and Responsibilities:
Conduct comprehensive audits of public financial management systems in accordance with INTOSAI standards.
Evaluate the effectiveness and efficiency of financial operations and compliance with applicable laws and regulations.
Prepare detailed audit reports that outline findings, conclusions, and recommendations for improvement.
Collaborate with local auditors and finance staff to enhance their skills and knowledge in public finance auditing.
Provide technical assistance and guidance on best practices in public finance management.
Engage with stakeholders to discuss audit findings and facilitate the implementation of recommendations.
Ensure that all audit activities are conducted ethically and in accordance with UNDP policies and procedures.
Maintain clear and open communication with the UNDP procurement team and other relevant parties throughout the audit process.
Required Qualifications:
Proven expertise in public finance auditing, with a strong understanding of international auditing standards.
Extensive experience in conducting audits in public sector environments, preferably in developing countries.
Strong analytical skills and the ability to interpret complex financial data.
Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
Familiarity with UNDP policies and procedures related to procurement and auditing is an asset.
Ability to work under pressure and meet tight deadlines while maintaining high-quality standards.
Educational Background: A master's degree in finance, accounting, public administration, or a related field is required. Professional certifications such as Certified Public Accountant (CPA), Chartered Accountant (CA), or equivalent are highly desirable. Additional training in public finance management or auditing is a plus.
Experience: A minimum of 10 years of relevant experience in public finance auditing or related fields is required. Experience working with international organizations, particularly in the context of public sector audits, is preferred. Demonstrated experience in capacity building and training of local auditors is an advantage.
Languages: Fluency in French is mandatory, as it is the primary language of communication in Burundi. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and enhance the expert's ability to engage with diverse audiences.
Additional Notes: This position is for an individual contractor and is expected to last for a duration of 10 days. The expert will be required to submit their proposal through the UNDP supplier portal by the specified deadline. The role is part-time, and the expert will need to be available for the duration of the audit period. Compensation details will be discussed during the negotiation phase, and the expert is expected to adhere to UNDP's ethical standards and guidelines throughout the engagement.
