Job Overview:
The position of Individual Contractor for Architecture Expert on Jail and Prison Design is crucial for addressing the significant challenges faced by the Philippine correctional system. The contractor will be responsible for leading the development of a design manual for detention facilities that aligns with international standards. This role involves not only the technical aspects of architectural design but also a deep understanding of the social implications of incarceration, including the need for humane treatment of persons deprived of liberty (PDL). The contractor will work closely with the Bureau of Corrections and the Bureau of Jail Management and Penology to ensure that the designs incorporate security" style="border-bottom: 1px dotted #007bff !important;">security, accessibility for vulnerable groups, and climate change considerations. Additionally, the contractor will engage in capacity-building efforts for staff involved in the planning and construction of correctional facilities, ensuring that best practices are integrated throughout the development process.

Duties and Responsibilities:
The duties and responsibilities of the Individual Contractor include:
  • Leading the development of a comprehensive design manual for correctional facilities that meets international standards.
  • Conducting assessments of existing prison and jail infrastructures to identify areas for improvement.
  • Collaborating with government agencies to ensure that designs align with the specific needs of the Philippine correctional system.
  • Providing technical reviews of architectural projects related to prison infrastructure.
  • Spearheading capacity-building initiatives for staff involved in the planning, design, and construction of jails and prisons.
  • Ensuring that the designs consider the needs of vulnerable groups, including women and individuals with disabilities.
  • Addressing issues related to sanitation, drinking water, and overall living conditions for PDLs in the design process.
  • Engaging with stakeholders to gather input and feedback on design proposals.
  • Preparing reports and documentation related to the design process and project outcomes. 1
  • Ensuring compliance with international human rights standards in all design and planning activities.

Required Qualifications:
Candidates must possess a Master’s Degree in Architecture, Design, or related disciplines. A minimum of 10 years of progressively responsible experience in architecture and its related fields is required. Additionally, candidates should have at least 10 years of experience in academia, including training and research related to architectural design. Special consideration will be given to those who have contributed to scholarly work or held academic positions in recognized institutions. Experience in providing technical reviews of architectural projects for government institutions, particularly focusing on functional infrastructure, is essential. Significant experience in designing facilities for prisons, military, or security-related infrastructure is desirable. Previous experience working with the United Nations or other international organizations on prison-related issues is also preferred, especially on projects that align with international standards such as the Nelson Mandela Rules. Experience working in post-conflict areas, particularly in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), is an added advantage. Excellent English technical writing and reporting skills are mandatory, along with above-average conversational skills in English and Tagalog.

Educational Background:
The educational background required for this position includes a Master’s Degree in Architecture, Design, or other related fields. This advanced degree is essential to ensure that the contractor has the necessary theoretical knowledge and practical skills to undertake the complex tasks associated with prison and jail design.
