Job Overview: The position of Individual Consultant for Developing Concept Note & PIF is focused on creating a comprehensive framework for Sustainable Hazardous Waste Management specifically within Pakistan’s Ship-Breaking Industry. The consultant will be responsible for developing a concept note and project identification form (PIF) that outlines strategies for managing hazardous waste effectively in this sector. This role requires a deep understanding of environmental management, waste disposal regulations, and the socio-economic impacts of ship-breaking activities. The consultant will work closely with stakeholders to gather necessary data, analyze current practices, and propose innovative solutions that align with national and international environmental standards. The assignment is expected to span 30 working days over a period of three months, emphasizing the importance of timely and effective project delivery.
Duties and Responsibilities: The duties and responsibilities of the Individual Consultant include:
Conducting a thorough assessment of the current hazardous waste management practices in Pakistan’s ship-breaking industry.
Engaging with relevant stakeholders, including government agencies, industry representatives, and environmental organizations, to gather insights and data.
Developing a detailed concept note that outlines the objectives, strategies, and expected outcomes for sustainable hazardous waste management.
Preparing a project identification form (PIF) that includes a logical framework, budget estimates, and implementation timelines.
Ensuring that the proposed solutions are in compliance with local and international environmental regulations.
Submitting progress reports and a final report summarizing findings and recommendations to UNDP.
Required Qualifications: The required qualifications for this position include:
A strong background in environmental science, waste management, or a related field.
Proven experience in developing project proposals, concept notes, and PIFs, particularly in the context of environmental management.
Familiarity with hazardous waste regulations and best practices in waste management.
Excellent analytical and research skills, with the ability to synthesize complex information into actionable recommendations.
Strong communication and interpersonal skills to effectively engage with diverse stakeholders.
Educational Background: Candidates should possess at least a Master’s degree in Environmental Science, Environmental Management, or a related field. A PhD or equivalent experience in a relevant area will be considered an asset. Additional certifications in project management or environmental policy will also be beneficial.
Experience: The position requires a minimum of 5 years of relevant professional experience in environmental management, with a focus on waste management practices. Experience working with international organizations, government agencies, or NGOs in similar roles will be highly regarded. Familiarity with the ship-breaking industry and its environmental challenges in Pakistan is a plus.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Urdu or other local languages will be considered an advantage, as it may facilitate communication with local stakeholders and communities.
Additional Notes: This consultancy is offered on an individual contractor basis, with a contract duration of 30 working days over a period of three months. The position is not full-time, allowing for flexibility in scheduling. The consultant will be expected to work remotely but may need to travel within Pakistan for stakeholder consultations. Compensation will be based on the consultant's qualifications and experience, in accordance with UNDP's remuneration policies.
