Job Overview:
The position of Individual Consultant for DPR Development in Rural Works involves providing essential technical and programmatic support to the Rural Works Department of the Government of Bihar. The primary responsibility of the consultant will be to develop a high-quality, fundable Detailed Project Report (DPR) under the State Disaster Mitigation Fund (SDMF). This role requires close collaboration with the Bihar State Disaster Management Authority (BSDMA) and UNDP to ensure that the DPR aligns with both sectoral risk priorities and national/state guidelines. The consultant will be expected to bring expertise in project development, risk assessment, and disaster management to effectively contribute to the objectives of the Rural Works Department. The assignment is set for a period of three months, during which the consultant will engage in various activities aimed at enhancing the quality and feasibility of the project report.

Duties and Responsibilities:
The consultant will be responsible for a range of duties including but not limited to:
  • Conducting thorough assessments of the current disaster risk management framework in Bihar to identify gaps and opportunities for improvement.
  • Collaborating with stakeholders, including government officials, community leaders, and technical experts, to gather input and insights for the DPR.
  • Developing a comprehensive outline for the DPR that addresses key components such as project objectives, methodologies, timelines, and budget estimates.
  • Ensuring that the DPR adheres to the guidelines set forth by the State Disaster Mitigation Fund and aligns with national policies on disaster risk reduction.
  • Preparing detailed documentation and reports that clearly articulate the rationale for the proposed projects and their expected impact on disaster resilience in the region.
  • Facilitating workshops and meetings to present findings and gather feedback from stakeholders.
  • Providing ongoing support and revisions to the DPR based on stakeholder feedback and changing circumstances.
  • Submitting the final DPR to the Rural Works Department and assisting in the presentation of the report to relevant authorities.

Required Qualifications:
Candidates must possess a strong background in project management, disaster risk reduction, or a related field. A proven track record of developing project reports or similar documentation is essential. Familiarity with the State Disaster Mitigation Fund and experience working with government agencies will be highly advantageous. The consultant should demonstrate excellent analytical skills, the ability to work collaboratively with diverse stakeholders, and strong communication skills to effectively convey complex information. Additionally, proficiency in relevant software tools for project management and reporting is required.

Educational Background:
A minimum of a Master's degree in a relevant field such as Public Administration, Environmental Science, Disaster Management, or a related discipline is required. Candidates with additional certifications or training in project management or disaster risk reduction will be preferred. A strong academic background that demonstrates a commitment to sustainable development and disaster resilience is essential.

Experience:
The position requires a minimum of 5 years of professional experience in project development, disaster risk management, or related fields. Experience working with governmental or international organizations, particularly in the context of rural development or disaster mitigation, is highly desirable. The consultant should have a demonstrated ability to manage complex projects and deliver high-quality outputs within tight deadlines.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in English. Proficiency in Hindi or other local languages spoken in Bihar would be considered an asset, as it would facilitate better communication with local stakeholders and enhance the consultant's effectiveness in the role.

Additional Notes:
The contract for this position is for a duration of three months, with the possibility of extension based on project needs and performance. This is a full-time consultancy role, and the consultant will be expected to dedicate their time fully to the project during the assignment period. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications. The consultant will be required to submit their proposals directly through the UNDP supplier portal, adhering to the guidelines provided in the procurement notice.
