Job Overview:
The Project Analyst on Digital Transformation will play a crucial role in the joint project 'Further Improvement of Public Service Delivery in Uzbekistan', which is a collaborative effort between the Ministry of Justice of the Republic of Uzbekistan and UNDP, funded by the European Union. The primary objective of this position is to ensure the successful implementation of digital and user-centric transformation initiatives within back-office institutions to enhance the availability and quality of public services. The role involves developing and executing institutional strategies, conducting assessments and research, leading training programs, and facilitating communication among stakeholders to ensure effective service delivery. The Project Analyst will also be responsible for monitoring project activities, identifying challenges, and proposing solutions to achieve the project's goals. This position requires a proactive approach to problem-solving and a commitment to promoting gender equality in public service delivery.

Duties and Responsibilities:
The Project Analyst on Digital Transformation will be responsible for a wide range of duties, including but not limited to:
  • Ensuring the successful implementation of the project's output related to digital transformation of back-office institutions.
  • Developing and executing institutional strategies and plans, facilitating regional replication, and promoting knowledge sharing.
  • Leading assessments, research studies, and data collection to inform digital transformation efforts.
  • Analyzing project implementation and addressing issues that hinder progress.
  • Coordinating training activities and advising on suitable learning platforms.
  • Facilitating communication and collaboration among UNDP, government agencies, and other stakeholders.
  • Identifying and managing consultants for project activities, ensuring quality delivery and timely reporting.
  • Monitoring project results and compiling regular reports on activities.
  • Promoting gender equality in project activities and ensuring inclusive participation. 1
  • Organizing workshops, conferences, and training sessions related to the project. 1
  • Assisting the Project Manager in developing work plans and identifying partnership strategies.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in Business Administration, Economics, Development Studies, IT, or a related field. Alternatively, a Bachelor's degree in the aforementioned areas combined with two additional years of relevant experience will be considered. The position requires a minimum of 2 years of progressive work experience in organizational development, particularly in developing and implementing digital transformation programs for government agencies. Candidates should demonstrate proficiency in using information and communication technology as a resource and tool. A solid understanding of digital development trends, public services, and public administration reforms in Uzbekistan is essential. Previous experience in research, analysis, and report writing related to digital transformation and public policy is also required.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as Business Administration, Economics, Development Studies, or IT. A Bachelor's degree in these areas, combined with additional qualifying experience, will also be accepted. The emphasis is on candidates who have a strong academic foundation that supports their ability to engage in digital transformation initiatives and public service delivery improvements.

Experience:
The position requires candidates to have a minimum of 2 years of relevant work experience if they hold a Master's degree, or 4 years if they have a Bachelor's degree. This experience should be progressive and focused on organizational development, particularly in the context of digital transformation programs for government agencies. Candidates should have a proven track record in project management within governmental or non-governmental organizations, demonstrating their capability to lead and implement complex initiatives.

Languages:
Fluency in English and Uzbek is mandatory for this position, as effective communication in both languages is essential for collaboration with local stakeholders and international partners. Additionally, a good command of the Russian language is desirable, as it may facilitate communication with a broader range of stakeholders in the region.
