Job Overview:
The Information Systems Officer position is crucial within the Geospatial, Information and Telecommunications Technologies Sections/Units of the United Nations Secretariat. This role involves significant responsibility for planning, leading, and delivering major systems projects that align with the organization's objectives and policies. The incumbent is expected to provide expert advice on complex systems analysis and design, ensuring that the technological solutions developed meet the needs of users and enhance operational efficiency. The position requires a proactive approach to identifying the need for new systems or modifications to existing ones, as well as developing comprehensive plans for feasibility assessments, requirements specifications, and implementation strategies. The Information Systems Officer will also be involved in budget planning and monitoring project progress, ensuring that all deliverables meet quality standards and timelines.

Duties and Responsibilities:
The Information Systems Officer will be responsible for a variety of duties, including but not limited to: planning and directing major systems projects that are critical to the institution; providing expert advice on systems analysis and design; developing project plans, schedules, and cost estimates; overseeing the technical evaluation of proposals for contractual services; tracking project progress and liaising with users throughout the development and implementation phases; leading and mentoring project teams; ensuring the security and efficiency of IT systems; preparing technical documentation and training materials; analyzing data to identify trends and provide insights; and participating in budget planning and preparation. The role also involves keeping abreast of developments in information technology and evaluating new products and services to enhance the organization's capabilities.

Required Qualifications:
Candidates must possess a strong knowledge of systems design, development, and management of complex information systems. They should have a solid understanding of information systems architecture, the software development life cycle (SDLC), and IT infrastructure. Familiarity with mainstream programming languages, data integration processes, and cloud-based services is essential. The ability to develop and oversee large institutional systems and a strategic analytical capacity to evaluate critical systems matters are also required. Candidates should demonstrate professionalism, planning and organizing skills, client orientation, and technological awareness.

Educational Background:
An advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics, geospatial technology, computer/electrical engineering, or a related field is required. Alternatively, a first-level degree (Bachelor's degree or equivalent) in the specified fields, combined with two additional years of qualifying work experience, may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems or related areas is required. This experience should demonstrate a strong track record of managing complex projects and leading teams effectively.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is also beneficial, as it is another working language of the organization. Proficiency in additional languages may be considered an asset.
